It establishes a security zone for maritime and air navigation with a radius of 2,500 metres around the facilities for the exploration and extraction of hydrocarbons. No type of activity will be allowed, except that required for oil exploration and production. Only in case of emergency, when the safety of human life at sea, the integrity of the vessel or marine oil installations is in danger, access to the security zones will be allowed to all those vessels destined for the rescue of life. protection of the oil infrastructure and attention to the contingency of the natural disaster, prior authorization from the port captaincy or the authority of the corresponding facility. In the event that an aircraft is flying in the airspace of any of the security zones referred to in this instrument and requires an emergency descent therein, it will report its emergency situation on the 122.8 MHz frequency. being authorized to descend to a minimum altitude of 10,000 feet. Aircraft and civil ships, including smaller vessels, that transit in the vicinity of any of the security zones, must have an Automatic Identification System (AIS) that transmits at all times. Fishing vessels must have the Satellite Location and Monitoring System for Fishing Vessels (SISMEP), according to the Official Journal of the Federation of August 23th, 2019.
