CROATIAN VESSEL TRAFFIC MONITORING AND INFORMATION SYSTEM (VTS CROATIA)
Pursuant to Article 24, paragraphs 1 and 2, Article 64 a, paragraph 4, and Article 75 a, paragraph 6 of the Maritime Code (Official Gazette No. 181/04, 76/07, 146/08, 61/11, 56/13, 26/15, and 17/19), Vessel Traffic Monitoring and Information System (VTS CROATIA) is governed by the Ordinance on the safety of navigation in internal waters and territorial sea of the Republic of Croatia and on the conditions and manner of vessel traffic monitoring and management (Part IV, Appendices 4  16, Official Gazette No. 52/2025).
Provisions under this Ordinance apply to the vessel traffic management and information and all vessels located in or navigating internal waters, territorial sea and exclusive economic zone of the Republic of Croatia.

DESCRIPTION
VTS service is the body of the Ministry of the Sea, Transport and Infrastructure of the Republic of Croatia, authorised to provide VTS services, i.e. maritime traffic management and information services. It is authorised to interoperate with maritime vessels and respond to volatile navigation conditions. Its task is to establish a vessel traffic flow in which all participants in maritime traffic achieve set goals while complying with maritime safety requirements and environmental protection as well as other maritime regulations.
Maritime traffic management and information is carried out through cooperation between competent offices of the National centre for maritime safety and harbourmasters offices with vessels located in or navigating covered areas.
Maritime traffic management and information operations apply to ports, internal waters, territorial sea, and exclusive economic zone of the Republic of Croatia.
VTS services are carried out within VTS area in compliance with SOLAS Convention (Chapter V, Regulation 12), IMO VTS recommendations and IALA VTS manual for maritime safety and efficiency and protection of marine environment from pollution caused by vessels.

DEFINITIONS
Watch refers to a continued availability of a vessel through constant listening of designated VHF radio channels.
Port control centre operator (PCCO) refers to an adequately trained Port control centre (PCC) officer in a port open for international traffic and special purpose port who monitors and coordinates ports services (tugboats, pilots, agents, franchisee, etc.) as well as calling at port, anchoring, stay and navigation of a vessel in the port area.
Port control centre (PCC) refers to a 24-hour-per-day service of a Port authority in a port open for international traffic or special purpose port which monitors and coordinates calling at port, anchoring, stay and navigation of a vessel in the port area, organised in accordance with special regulations.
Communication refers to delivery and reception of voice or written messages or data over VHF radio frequency range prescribed by the ITU Radio Regulations governing the purpose and sequence of use of radio channels in the VHF maritime wave band.
The National centre for maritime safety refers to the centre with headquarters in Rijeka. The centre carries out search and rescue at sea operations, monitoring and managing maritime and river traffic and other operations prescribed by special regulations regulating the Ministrys internal organisation, all in the areas governed by each harbourmasters office.
Destination refers to a port, anchorage or any other location determined as vessels destination.
VHF radio channel refers to a VHF maritime wave band radio channel (from 156 MHz to 174 MHz) as defined in Appendix 18 of the ITU Radio Regulations. There are 56 VHF channels within the VHF maritime wave band, of which VHF Channel 16 (156.800 MHz) is used for distress calls and communication and calls for establishing contacts. VHF Channel 70 (156.525 MHz) is used for Digital Selective Calling (DSC) regardless of the type of call. Other VHF channels are used for all other type of communication.
VTMIS refers to a technical system for vessel traffic management and information consisting of devices and equipment for automatic identification of vessels (AIS receiver), radar devices, maritime radio communication equipment, Electronic Navigational Charts (ENC) equipment, CCTV cameras, as well as the Croatian Integrated Maritime Information System (CIMIS).
VTS centre refers to the operational hub from which VTS provides VTS service.
VTS operator (VTSO) refers to an adequately qualified officer within the vessel traffic management and information service assigned to VTS Croatia and authorised to provide VTS services.
VTS sailing plan refers to a plan mutually agreed and established between VTS operator and vessel concerning the movement of the vessel through a VTS area.
VTS area refers to the internal waters, territorial sea and exclusive economic zone of the Republic of Croatia for which the VTS service is authorised to provide vessel traffic services. A VTS area may be subdivided into several VTS sectors.
VTS traffic image refers to a situational scheme of vessels and their movement through a VTS area. The image also includes other available data on conditions influencing vessel traffic. The image is available to the VTS operator for assessing the situation and providing VTS services.
VTS sector refers to a part of VTS area covering a navigational unit and enabling VTS operator to provide complete management and information services to vessels. VTS operator may simultaneously monitor several VTS sectors. VTS sector may involve:
 Surveillance area
Routeing area
Manoeuvring Area, and
Exclusion Area.
VTS service refers to the body of the Ministry of the Sea, Transport and Infrastructure of the Republic of Croatia, authorised to provide VTS services, i.e. maritime traffic management and information services. VTS service is authorised to interoperate with maritime vessels and respond to volatile navigation conditions. Its task is to establish a vessel traffic flow in which all participants in maritime traffic achieve set goals while complying with maritime safety requirements and environmental protection as well as other maritime regulations.
VTS services refers to the provision of information of importance for safe vessel navigation. They may also include navigational advice and assistance as well as vessel navigation organisation and vessel traffic management services.

VTS INFORMATION SERVICES
1. Vessel information services include:
a) information on other vessels in the VTS area,
b) weather and hydrographic information,
c) information on vessel accommodation at port (berth/anchorage),
d) pilotage information,
e) information on navigable waterway conditions,
f) information on maritime safety facilities,
g) information on potential threats to vessels,
h) other information which may affect maritime safety.
2. Vessel information services may include provision of information to vessels in the event:
a) of an apparent immediate and serious maritime accident risk,
b) when a vessel fails to comply with the general maritime rules which apply to maritime safety and thereby indisputably endangers maritime and environment safety,
c) when a vessel fails to comply with regulations governing maritime safety and navigation in general,
d) when a vessel does not or most probably does not dispose with sufficient information about a potential threat to maritime safety,
e) when the conventional application of maritime rules with respect to the vessel might, at a later moment, lead to complex traffic and navigation conditions.
(3) Information under paragraphs 1 and 2 are shared in case of mandatory reporting by a vessel, at the vessels request or when VTSO deems necessary to secure maritime traffic safety.
(4) Information under paragraph 2 are shared when VTSO deems necessary to secure maritime traffic safety and environmental protection.
(5) A vessel shall, at own responsibility, take into consideration the information shared in line with the provisions of this Article.
(6) Information under paragraph 1, item b) refer to the official weather reports by the Croatian Meteorological and Hydrological Service.
(7) Information under paragraph 1, items e), f), g), and h) refer to the official Notices to Marines (radio navigational warnings, SECURITE messages, etc.).

VTS MANAGEMENT SERVICES
(1) VTS service provides management and information services to vessels to ensure safe and efficient navigation in VTS area.
(2) Unless otherwise prescribed, when performing operations under paragraph 1, VTSO may issue the following instructions to one or more vessels in VTS area:
a) prohibition of passage or navigation in a specific area to a vessel or group of vessels,
b) prohibition of overtaking or establishing an area for overtaking,
c) prohibition of clearing port, anchorage or entry to a VTS area,
d) prohibition of calling to port, anchoring or leaving a VTS area,
e) time and/or space separation of vessel traffic,
f) permission or limitation to speed over ground,
g) determination of VTS sailing plan for vessels carrying hazardous, dangerous or polluting cargo, towing vessels or vessels with any type of manoeuvrability limitations,
h) prohibition of anchoring and determination of anchoring area.
(3) When performing operations under paragraph 1, VTSO grants the following traffic clearance to vessels in VTS area:
a) VTS area entry clearance,
b) VTS area leaving clearance,
c) VTS area anchoring clearance,
d) permission for exemption from applying provisions under this Ordinance (Part three and Part four) and special regulations governing navigation in specific marine areas of the Republic of Croatia when such regulations envisage these exemptions.
(4) When performing operations under paragraph 2, item e), VTSO may:
a) determine a ship safety zone  a ring around a vessel inside which access is prohibited to all other vessels without authorisation, whereby the size of the zone shall correspond to the size of the navigable route, size and characteristics of the vessel, cargo and risk level,
b) determine time-based separation of vessel traffic in the manner to ensure an exclusive use of a specific area or a time-limited passage to the vessel,
c) determine a vessel traffic separation according to distance thereby determining minimum distance between vessels with the aim to secure passage through the entire or partial part of an area or a limited passage.
(5) Pursuant to instructions and clearances under paragraphs 2, 3, and 4, a shipmaster shall perform a specific operation and achieve a specific navigational goal whereby also assuming accountability for the manner of performing the specific operation.
(6) Instructions and clearances under paragraphs 2, 3, and 4 shall be based on VTS traffic image.
(7) International cruise ships shall submit their sailing plan to the VTS service at least 3 hours prior to leaving a Croatian port, i.e. 3 hours prior to entering the territorial sea of the Republic of Croatia when arriving from a foreign port.
(8) Vessels sailing plans under paragraph 7 shall be submitted to the VTS service and VTS service shall confirm their receipt and send authorisation by e-mail or another available communication tools.

VTS ASSISTANCE SERVICES
(1) VTS service shall assist a vessel by providing information including the following data based on the VTS traffic image:
a) vessels course and speed over ground,
b) vessels position with respect to the navigable route or to routes waypoints,
c) position, identification and intention of other vessels nearby,
d) warnings to particular vessels during navigation and similar.
(2) VTSO shall provide assistance under paragraph 1 at the explicit request by the shipmaster and the assistance shall commence after the explicit approval of the VTSO.
(3) A vessel may request assistance under paragraph 1 in difficult navigational or meteorological conditions, in case of vessels malfunction or navigational equipment malfunction if the safety of the vessel, people or environment is not endangered. The vessel may request a determination of the VTS sailing plan.
(4) The assistance under paragraph 1 shall commence when VTSO and shipmaster mutually agree on communication procedures, VTMIS system used for the provision of services and sailing plan.
(5) Assistance under paragraph 1 shall only be of advisory nature. The shipmaster shall, at own responsibility, take into consideration all information provided.
(6) VTSO shall monitor the results of the assistance provided in accordance with these provisions.

VTS AREAS
(1) VTS area shall be divided into the following VTS sectors with the following assigned VHF radio channels:
a) sector A: VHF radio channels: Ch 10, Ch 60
b) sector B: VHF radio channels: Ch 10, Ch 60
c) sector RIJEKA: VHF radio channels: Ch 14, Ch 62
d) sector ZADAR: VHF radio channels: Ch 12, Ch 60
e) sector IBENIK: VHF radio channels: Ch 14, Ch 60
f) sector SPLIT: VHF radio channels: Ch 12, Ch 62
g) sector PLO?E: VHF radio channels: Ch 14
h) sector DUBROVNIK: VHF radio channels: Ch 12.
(2) In addition to VTS sectors under paragraph 1, VTS area shall be divided into the following manoeuvring areas with assigned VHF radio channels:
a) Pula: VHF radio channel: Ch 9
b) Rijeka: VHF radio channel: Ch 9
c) Zadar: VHF radio channel: Ch 9
d) ibenik: VHF radio channel: Ch 9
e) Split: VHF radio channel: Ch 9
f) Ploce: VHF radio channel: Ch 9
g) Dubrovnik: VHF radio channel: Ch 9.
(3) In manoeuvring areas under paragraph 2 and in port areas, VTS service shall provide VTS services only in the event of immediate and serious risk to maritime safety.
(4) Sector borders under paragraphs 1 and 2 are regulated by a group of geographic coordinates and graphic images under Appendix 4 of the Ordinance.
(5) Sectors under paragraph 1, items a) and b) shall be monitoring sectors, whereas sectors under paragraph 1, items c)  h) shall be management sectors.
(6) Radio channels Ch 60 and Ch 62 are secondary VTS VHF radio channels used to provide VTS services, watch and communication in the event a VTSO requests so from one, several or all vessels in the VTS sector.

INFORMATION ASSISTANCE FOR BOATS ANY YACHTS
VTS services for boats and yachts
(1) VTS shall provide significant nautical information services (nIS) assistance to boats and yachts to ensure safe navigation in the VTS area.
(2) Nautical information assistance under paragraph 1 shall include the provision of the following information:
a) contacts of public services for maritime safety
b) weather forecasts
c) hydrographic data
d) buoy and marks condition
e) hazards at sea for boats and yachts
f) other data which can be of significance for maritime safety.
(3) Provision of information and paragraphs 1 and 2 shall be carried out digitally.
(4) Information under paragraph 2, item b) shall be based on the official data of the Croatian Meteorological and Hydrological Service.
(5) Information under paragraph 2, item c) shall be based on the official hydrographical data of the Hydrographic Institute of the Republic of Croatia.
(6) Information under paragraph 2, item d) shall be based on the official Notices to Mariners (radio navigational warnings, SECURITE messages, etc.).
(7) Boats and yachts shall, at own responsibility, take into consideration all provided information.
(8) Users of nautical information services may, at own discretion, share personal and contact information with the Ministry for the purpose of improving the service. Such information may include name and surname, personal VAT No., phone and mobile phone number, e-mail, and other information, in line with relevant personal data protection regulations.

SHIP REPORTING SYSTEM AND WATCH DUTIES
Ship reporting system
(1) Ship reporting system for vessels shall be established in accordance with SOLAS Convention (Chapter V, Regulation 11, Point 4) and IMO Resolution recommendations A.851(20) for maritime safety and efficiency and protection of marine environment from pollution caused by vessels.
(2) The provisions do not affect reporting obligation by vessels according to the resolution of IMOs Marine Environment Protection Committee on the mandatory ship reporting system aiming to enhance safety and security in the Adriatic Sea (ADRIREP) and other ship reporting obligations as defined by specific regulations.
Watch duties
(1) Boats and yachts located in or navigating a VTS area, except sector A, shall keep watch on the VHF radio channel of the respective VTS sector.
(2) Boats and yachts located in or navigating sector A and other vessels located in or navigating a VTS area which have a fitted VHF radio may keep watch on the VHF radio channel of the respective VTS sector.

COMMUNICATIONS
(1) All vessels shall communicate with VTS service, harbourmasters office, and port authority body using a VHF radio channel of the respective VTS sector.
(2) In exceptional cases, the communication may be carried out using other available communication tools (phone, e-mail, etc.).
(3) As a rule, communication shall be carried out in the English language using standard IMO maritime communication expressions (Resolution A.918(22)). In exceptional cases, communication shall be carried out in the Croatian language.
(4) Communication between VTS service, i.e. port authority body and vessel and vice versa, shall be carried out, whenever possible, by using communication messages and related codes.

MANDATORY USE
(1) Use of VTS services shall be mandatory for:
a) vessels of 150 GT and above,
b) vessels of 50 LOH and above,
c) vessels on international voyages,
d) vessels with manoeuvrability limitations,
e) vessels carrying hazardous, dangerous or polluting cargo,
f) all vessels regardless of their length, tonnage and intent which represent or are in a situation of potential risk for navigation, maritime safety, safety of persons or environment,
g) vessels that tow or push other vessels or maritime structures, regardless of their length.
(2) Vessels under paragraph 1 above shall:
a) report to the VTS service their position and intent using VHF radio channel of the VTS sector in line with the provisions of this Ordinance and instructions published in the official navigational charts and publications,
b) follow the instructions of the VTSO, when these have the force of a command,
c) take into consideration information obtained from the VTSO.
(3) The shipmaster of the vessel under paragraph 1 shall be responsible for the operation of the vessel when participating in VTS services and shall, in case of own inability to do so, notify VTS service thereof.
(4) By way of derogation from paragraph 2, item a), vessels in regular domestic transport service operating in line with the published schedule, and port towing vessels when performing port towage operations, shall not report to VTS service.
(5) Other vessels and yachts of a 40 LOH and above may participate in VTS service voluntarily.
(6) By way of derogation from paragraph 2, item a), public vessels not equipped with the Automatic Identification System (AIS) shall report to VTS service by phone.

ENTERING VTS AREA
(1) A vessel, a mandatory participant in VTS operations, intending to enter a VTS area from an international voyage, shall provide a Pre-entry report to VTS service at least 15 minutes prior to entering Sector B. The report shall indicate the following:
a) name of the vessel,
b) MMSI,
c) draught,
d) destination,
e) estimated time of arrival (ETA),
f) other information requested by VTSO.
(2) The provision under paragraph 1 shall not refer to vessels providing the content of their reports via Automatic Identification System (AIS) and do not navigate towards a destination within the VTS area as well as to vessels fulfilling their vessel reporting obligation within ADRIREP system in accordance with the IMO Marine Environment Protection Committee MSC.139(76).

ENTERING A VTS SECTOR
(1) A vessel, a mandatory participant in VTS operations, intending to enter sector RIJEKA, ZADAR, SPLIT, IBENIK, PLOCE or DUBROVNIK, shall provide a Position report to VTS service using VHF radio channel of the relevant sector at least 15 minutes prior to or at the moment of entering the subject sector. The report shall indicate the following:
a) name of the vessel,
b) MMSI,
c) draught,
d) destination,
e) estimated time of arrival (ETA),
f) exceptionally other information requested by VTSO.
(2) Entering the subject sectors under paragraph 1 shall be subject to the authorisation by the VTS service. Upon receiving the report, VTS service shall issue an instruction on further actions.

ENTERING A PORT
A vessel, a mandatory participant in VTS operations, intending to enter a port, berth or anchorage, shall report this to the Port control centre (PCC) using VHF radio channel of the manoeuvring sector at least 15 minutes prior to entering the manoeuvring sector and shall provide an Entry report indicating the following:
a) name of the vessel,
b) MMSI,
c) statement of intention: calling to port i.e. calling to anchorage.

ARRIVAL REPORT
(1) A vessel, a mandatory participant in VTS operations that has berthed or anchored at the port, shall report this to the Port control centre (PCC) using VHF radio channel of the manoeuvring sector immediately upon completing these manoeuvres and shall provide an Arrival report indicating the following:
a) name of the vessel,
b) MMSI,
c) statement of current situation: berthed/anchored and the place of berthing or anchoring.
(2) If a vessel is entering a port which is not located in the manoeuvring sector, the vessel shall provide the Arrival report to the competent VTS centre using VHF radio channel of the subject VTS sector in the manner prescribed under paragraph 1.

REPORT ON DEPARTURE SHIFTING
A vessel, a mandatory participant in VTS operations, ready to shift a berth or anchorage, shall report this to the Port control centre (PCC) at least 30 minutes prior to this manoeuvre and shall provide a Departure Shifting report indicating the following:
a) name of the vessel,
b) MMSI,
c) statement of intention: shifting,
d) estimated time of shifting,
e) place of shifting.

DEPARTURE REPORT
(1) A vessel, a mandatory participant in VTS operations, prepared for clearing a port, berth or anchorage in the manoeuvring sector, shall report this to the Port control centre (PCC) using VHF radio channel of the manoeuvring sector at least 30 minutes prior to departure and shall provide a Departure report indicating the following:
a) name of the vessel,
b) MMSI,
c) statement of intention: leaving port,
d) estimated time of departure (ETD),
e) destination.
(2) Additionally, in relation to the obligation under paragraph 1 herein:
a) vessels with manoeuvrability limitations,
b) vessels carrying hazardous, dangerous or polluting cargo,
c) all vessels regardless of their length, tonnage and intent which represent or are in a situation of potential risk for navigation, maritime safety, safety or persons or environment,
d) vessels that tow or push other vessels or maritime structures, regardless of their length,
prepared for clearing a port, berth or anchorage in the manoeuvring sector, shall report this to the Port control centre (PCC) using VHF radio channel of the manoeuvring sector at least 15 minutes prior to departure and shall provide a Departure report indicating the following:
a) name of the vessel,
b) MMSI,
c) destination,
d) statement of intention: leaving port
e) estimated time of departure (ETD)
f) ADRIREP information.
(3) If a vessel is leaving a port which is not located in the manoeuvring sector, the vessel shall provide the Departure report to the competent VTS centre using VHF radio channel of the subject VTS sector in the manner prescribed under paragraph 1.

POSITION REPORT
A vessel, a mandatory participant in VTS operations, leaving a manoeuvring sector, i.e. transferring from one management sector or another, as well as when entering Area B from management sector, shall provide a Position report to the VTS service using VHF radio channel of the subject sector indicating the following:
a) name of the vessel,
b) MMSI,
c) destination.

DEVIATION REPORT
(1) A vessel, a mandatory participant in VTS operations, when navigating Area B and management sector, shall provide to the VTS service using VHF radio channel, if during the navigation the destination or the estimated time of arrival (ETA) change or if any other deviations from the planned procedures during navigation occur, a Deviation report indicating the following:
a) name of the vessel,
b) MMSI,
c) deviation,
d) reasons for deviation,
e) planned actions.
(2) A derogation from paragraph 1, inter alia, includes floating of a vessel waiting for permission to berth and exceptional anchoring outside designated anchorage.
(3) A derogation from paragraph 1 shall be subject to the authorisation by VTS service. Upon receiving the report, VTS service shall issue an instruction on further actions.

TYPES OF COMMUNICATION MESSAGES AND THEIR CODES
In order to facilitate coast-vessel and vessel-coast communication within the VTS environment, one of the following 8 messages shall be used to increase the probability that the message will be correctly understood. When used, the code needs to be articulated before the message or part of message.

There are eight types of communication messages often used in VTS, as follows:
Message code INFORMATION  this code is used in reporting perceived or predicted facts and situations; it is generally used for navigation and traffic information.
Message code WARNING  this code is used for reporting potentially hazardous situations or perceived potentially hazardous situations in development. The content of the warning needs to be evaluated immediately together with any additional information that might be unavailable to VTS centre, and, if necessary, the corrective actions need to be undertaken.
Message code ADVICE  this code indicated that the message contains a recommendation that the recipient needs to take into consideration when making a decision about navigation. When it is appropriate to intervene by sending the advice message, the message must be concise and relevant.
Message code INSTRUCTION  this code indicates that the message is an instruction provided by the VTSO based on its assigned authority. The recipient is obliged to follow the instruction from this message unless there are contradictory safety reasons which then must be immediately reported to the sender.
Message code QUESTION  this code indicated that the message that follows is a question and requires a reply. The use of this code removes any doubt as to whether the message is a question or statement.
Message code REPLY  this code indicates that the message that follows is a reply to the previous question. The reply must not contain an additional question.
Message code REQUEST  this code indicates that the message that follows is a request for an action from others regarding the subject vessel. This code is used to indicate the following: I want something to be organised or achieved.
Message code INTENT  this code indicates that the message that follows reports about an immediate navigation operation to be undertaken. The use of this code is logically restricted to messages announcing navigation operations by the vessel sending this message.
