
VTS CROATIA  VESSEL TRAFFIC SERVICE CROATIA 

Vessel Traffic Service  VTS is governed by the Ordinance on the safety of navigation in the internal waters and the territorial sea of the Republic of Croatia and on the manner and conditions of operating the vessel traffic services (Part 4, and Part 6 of Ordinance) (Official Gazette 79/13, 140/14).
Obligations to implement provisions of this Ordinance shall apply to marine objects located or operating in the internal waters, the territorial sea and the Ecological and Fisheries Protection Zone of the Republic of Croatia.



VTS CROATIA
Vessel Traffic Service - Croatia

DESCRIPTION:

Vessel Traffic Service (VTS) shall operate vessel traffic services in the internal waters, the territorial sea and the Ecological and Fisheries Protection Zone of the Republic of Croatia.
VTS shall monitor the implementation of the traffic separation scheme in the Adriatic Sea, adopted by the International Maritime Organization, and published in its documents COLREG.2/Circ. 54, 28 May 2004, and COLREG.2/Circ. 58, 11 December 2006, as well as in the Notice to Mariners by the Hydrographic Institute of the Republic of Croatia, vol. 11 November 2004 and vol. 3 March 2007, in the VTS area.
VTS shall supervise the implementation of the IMO Maritime Safety Committee Resolution MSC.139(76) of 5 December 2002, as published in the Notice to Mariners by the Hydrographic Institute of the Republic of Croatia, vol. 5 May 2003 on the mandatory ship reporting system ADRIREP in the VTS area.
To carry out the above-mentioned tasks, VTSO shall have the power to enter into communication with a marine object and request information about that marine object, and other marine objects or the maritime traffic in the close vicinity of that marine object.

IMPLEMENTATION:

Obligation to participate in the ship reporting and watch system and VTS services shall apply from 15 September 2015, and until that date the above-mentioned services shall be provided in the testing phase. During the testing phase, marine objects and port authorities shall participate in the vessel traffic services and the ship reporting system on a voluntary basis.





DEFINITIONS:
VTS services means an information service  providing the information essential for safe navigation to marine objects, and may also include a navigational assistance service and a traffic organization service.
VTS means the VTS Croatia  Vessel Traffic Service implemented by the competent ministry and harbour masters offices, authorized to provide VTS services and having the capability to interact with marine objects and to respond to traffic situations developing in the VTS area, responsible for establishing a traffic flow in which all the participants in the maritime traffic achieve their targeted objectives, while meeting conditions of the maritime safety and the protection of the environment, and respecting regulations relating to navigation.
VTS area means an area covering the internal waters, the territorial sea and the Ecological and Fisheries Protection Zone of the Republic of Croatia where vessel traffic services are operated, which is subdivided in more VTS sectors.
VTS sector means a part of the VTS area comprising a navigational unity and enabling operation of vessel traffic services by the VTS operator. VTS operator can supervise more sectors simultaneously; VTS sector can be a surveillance sector, a routing sector, a manoeuvring sector, and an exclusion sector.
VTS centre means the centre from which the VTS is operated; each VTS sector may have its own VTS sub-centre.
VTS operator (VTSO) means an appropriately qualified officer in the vessel traffic service assigned to a position in the VTS Croatia and authorised to provide VTS services.
VTS sailing plan means a plan which is mutually agreed and defined between a VTS operator and a vessel concerning the movement of the vessel in a VTS area.
VTS traffic image means the surface picture of vessels and their movements in a VTS area, as well as other available information about the circumstances affecting maritime traffic, at the disposal of VTS operator for situation assessment and provision of VTS services.
Port control centre (hereinafter referred to as: PCC) means the port authority in a port of entry, that monitors berthing, anchoring, stay and navigation of vessels in the port area on a 24-hour basis, organized in accordance with special regulations.
Destination means a port, anchorage or any other place towards which a ship is heading.
VTMIS means a vessel traffic monitoring and information system consisting of apparatus and equipment for Automatic Identification of Ships (AIS), radar equipment, maritime radio communication equipment, electronic navigational charts, and surveillance camera system, as well as the Croatian Integrated Maritime Information System (CIMIS).
watch means continuous availability of a marine object through constant listening of designated VHF radio channels, depending on the level of equipment of the marine object.
VHF radio channel means the radio telephony channel in a VHF range (between 156 MHz and 174 MHz), as defined in Annex 18 to International Radio Communication Regulations of the International Telecommunication Union (ITU). Marine VHF radio operates on 56 VHF channels of which VHF channel 16 (156.800 MHz) is used for calling and communication in distress, as well as calling for other types of communication, VHF channel 70 (156.525 MHz) is used for Digital Selective Calling (DSC), irrespective of the type of call, while other VHF channels are used for any other type of communication.
Communication means transmitting and receiving voice or written messages, or information, in the VHF band prescribed in the International Radio Communication Regulations governing the purpose and sequence of radio channels used for radio telephony in the VHF range.
VTS AREA: 

VTS area is subdivided in the following VTS sectors:
- Sector A-Surveillance sector-Surveillance sector
- Sector B
- Routing sectors: Sector Rijeka, Sector Zadar, Sector ibenik, Sector Split, Sector Ploe, Sector Dubrovnik
- Manoeuvring sectors: Pula, Rijeka, Zadar, ibenik, Split, Ploe, Dubrovnik



VTS SERVICES:

VTS provides the following VTS services:

INFORMATION SERVICE (IS)

VTS renders Information Service (IS) essential for safe navigation to marine objects in the VTS area.

Information service includes the service of providing the following information:
a. information about other vessels in the VTS area
b. meteorological and hydrographic information
c. ship accommodation in port (berth/anchorage)
d. piloting
e. waterway conditions
f. conditions of aids to navigation
g. dangers that may represent hazard to vessels 
h. any other factors that may influence the vessels transit.

The service of providing the above-mentioned information in a VTS area is rendered on mandatory reporting of a vessel, at request of a vessel or when VTSO considers it necessary for the safety of maritime traffic.

In manoeuvring sectors and port areas, the VTS renders Information service (IS) only in case of imminent and serious danger to the safety of navigation.

Vessels shall take into consideration the information obtained through Information service (IS) on their own responsibility.

TRAFFIC ORGANIZATION SERVICE (TOS)

VTS performs the tasks of Traffic Organization Service (TOS) in order to prevent the development of potential dangerous traffic situations and enable safe and efficient navigation of vessels.

In carrying out the tasks of Traffic Organization Service (TOS), VTSO may give one or more marine objects or all marine objects in the VTS routing sector the following binding instructions:
a. prohibit passage or navigation in a particular area to a vessel or a group of vessels
b. prohibit overtaking or determine an overtaking area
c. prohibit departures from port or anchorage, or entering the VTS routing sector
d. prohibit entering port or anchoring, or departure from the routing sector
e. allow or limit the speed over ground
f. establish route or VTS sailing plan for ships carrying dangerous goods or pollutants or those performing towing operations or whose manoeuvring capabilities are otherwise limited
g. prohibit anchoring and establish an anchoring area
h. separate the maritime traffic in terms of time and/or space, in such a way as to:
(1) determine the ship safety zone  circle around a marine object within which entering is prohibited to all other ships except with special authorization, where size of the zone will correspond to dimensions of the waterway, size and characteristics of the marine object, cargo and the level of risk
(2) determine the maritime traffic separation in terms of time so as to ensure that a vessel has exclusive use of a particular area or a limited passage for a specified period of time
(3) determine the maritime traffic separation in terms of distance, where minimum distance between marine objects is established for transiting entire or particular areas or limited passages.

In performing the tasks of Traffic Organization Service (TOS), VTSO shall give marine objects in the VTS routing sector the following permissions:
a.   permission to enter the routing sector
b.   permission to leave the routing sector 
c.   permission to anchor in the routing sector
d. permission to derogate from the application of provisions of regulations governing navigation, maritime safety conditions or vessel traffic services in particular sea areas of the Republic of Croatia, where so provided by those provisions.

Having obtained the binding instructions and permissions from VTSO, the master of a vessel undertakes to take specific action and achieve specific navigational objective, where the manner of execution is the responsibility of the master.





PROCEDURES:

OBLIGATION TO PARTICIPATE IN THE REPORTING AND WATCH SYSTEM AND MEANS OF COMMUNICATION
Ships and yachts, when located or operating in a VTS area, except Sector A, shall keep watch on the VHF radio channel of the VTS sector in which they are located.
Ships and yachts that are located or operating in Sector A, and other marine objects that are located or operating in a VTS area and have a shipboard VHF radio station may keep watch on the VHF radio channel of the VTS sector in which they are located.
All vessels shall conduct communication with the VTS and the port authority on the VHF radio channel of the VTS sector in which they are located.
In exceptional circumstances, communication may be conducted through other available means of communication (telephone, fax, e-mail).
Provisions concerning mandatory reporting shall not apply to warships, for which mandatory reporting shall be established by special procedures.
Provisions on the participation in the mandatory reporting and watch system shall not affect the mandatory ship reporting systems according IMO Resolution on maritime safety MSC.139(76) of 5 December 2002, as published in the Notice to Mariners by the Hydrographic Institute of the Republic of Croatia, vol. 5 May 2003, and other reporting obligations of marine objects laid down by special regulations.
Communication is normally conducted in English language using IMO standard marine communication phrases according to Resolution A.918(22), while communication in Croatian language can be exceptionally allowed.
In order to facilitate communication between the VTS or port authority and a marine object, and vice-versa, standardized communication messages and associated markers are used whenever possible, so as to increase the probability of the message being properly understood. Message marker, if any, should be spoken preceding the message or the corresponding part of the message:
INFORMATION  This marker is used when reporting observed or anticipated facts and situations; in general it is used for navigational and traffic information.
WARNING  This marker is used when reporting potentially dangerous situations or observed developments of dangerous situations. Contents of the warning message should be assessed without delay together with any additional information that may be unavailable to VTS centre, and remedial action should be taken.
ADVICE  This marker indicates that the message includes a recommendation to be considered by the recipient when making navigation-related decisions. When it is appropriate to intervene by providing advice, the message should be succinct and relevant.
INSTRUCTION  This marker indicates that the message is an instruction provided by VTSO based on legal authority. Recipient has a statutory obligation to follow this message unless there are contradictory safety reasons which then have to be reported to the sender immediately.
QUESTION  This marker indicates that the following message is of interrogative character and requires an answer. The use of this marker removes any doubt on whether a question is being asked or statement being made.
ANSWER  This marker indicates that the following message is the reply to a previous question. An answer should not contain another question.
REQUEST  This marker indicates that the following message is asking for action from others with respect to the vessel. The use of this marker is to signal: I want something to be arranged or provided.
INTENTION  This marker indicates that the following message informs others about immediate navigational action intended to be taken. The use of this marker is logically restricted to messages announcing navigational actions by the vessel sending this message.



Note: Notwithstanding the mandatory ship reporting and watch system within a VTS area, ship reporting obligations under the ADRIREP system shall remain in force, as well as other reporting obligations of marine objects laid down by special regulations.


OBLIGATION TO PARTICIPATE IN VTS SERVICES 
Participation in VTS services is compulsory for:
a. ships having a gross tonnage 150 and greater
b. ships having an overall length 50 m and greater
c. ships on international voyages
d. vessels of limited manoeuvring capabilities
e. vessels carrying dangerous goods or pollutants
f. any vessel regardless of its length, tonnage and purpose, representing or being in situation of a potential risk to navigation or safety of navigation, safety of persons or protection of the environment
g. ships towing or pushing another marine object, regardless of their length.

Vessels which are required to participate in VTS services, shall: 
a. report their position and intentions to the VTS  on VHF radio channel of the VTS sector as defined in Procedures below, and as described under Reporting in each VTS sector, and following the instructions issued in official navigational charts and publications
b. follow the VTSO instructions when they have the force of an order
c. take into consideration the information obtained from VTSO.

Vessels which are required to participate in VTS services and leaving the manoeuvring area or the routing area, shall not be obliged to report when passing to Sector B. Such vessels will be contacted by the VTS for further instructions.
The master of a vessel which is required to participate in VTS services shall be responsible for operating the vessel when participating in VTS services, and in the event of being prevented to do so, he shall inform the VTS thereof.
Ships operating on regular domestic services according to a published timetable, and harbour tugs when performing harbour towage operations shall not be obliged to report to the VTS.
Public ships which are not fitted with Automatic Identification System (AIS) shall report to the VTS by telephone.
In VTS services may also participate other ships, and yachts having an overall length 40 m and greater.
In manoeuvring sectors and in a port area the port authority shall render the services of port control centres or port operational centres on VHF radio channel of the VTS sector.

 


SECTOR RIJEKA 

TYPE OF SECTOR: Routing sector

AREA:


Sector Rijeka  covers the area of Kvarner, Kvarneric and northern part of Velebitski Kanal, excluding Rijeka - manoeuvring sector i.e.,Rijecki zaljev (Rijeka bay).  The sector includes all approach fairways to ports in the above-mentioned area.

DESCRIPTION OF VTS SERVICE:

VTS renders the following VTS services:
(1) Information service (IS)
(2) Traffic organization service (TOS)

(1) Marine object which is required to participate in VTS services, and intending to enter the routing sector Rijeka, shall submit a Position Report 15 minutes before, and at the latest at entering the sector, calling VTS RIJEKA on VHF radio channel Ch14, specifying:

(a) name of ship
(b) international call sign
(c) draught
(d) course
(e) speed
(f) destination
(g) estimated time of arrival (ETA)
Entering of a marine object shall be subject to the VTS permit, and upon receipt of the report the VTS shall provide instruction for a follow-up procedure.
 
(2) Any ship intending to arrive in port, berth or anchorage, located in the routing sector Rijeka, shall notify the VTS accordingly, calling VTS RIJEKA on VHF radio channel Ch14, 15 minutes before ETA, and at the latest on arrival, submitting the following Entry Report:

(a) name of ship
(b) call sign
(c) intention: entering port {name of port} 
(d) berth/anchoring location

(3) Any ship which has arrived at berth or anchor in a port located in the routing sector Rijeka shall immediately upon completion of that operation notify the VTS accordingly, and submit the following Arrival Report:
(a) name of ship
(b) call sign
(c) status: berthed/anchored 
(d) berth location or anchoring position


(4) Vessel required to participate in VTS services, when operating in the routing sector RIJEKA, and intending to change destination during the voyage, or to substantially change Estimated Time of Arrival (ETA) or to otherwise deviate from planned navigation procedures, shall submit to the VTS a Deviation Report calling VTS RIJEKA on VHF radio channel Ch14 and specifying:
(a) name of ship
(b) international call sign
(c) deviation
(d) reason for deviation
(e) planned procedures

Deviation of a vessel shall include, inter alia, floating of the vessel while waiting for the berthing permit and exceptional anchoring outside designated anchorages.
Deviation of a vessel shall be subject to the VTS permit, and upon receipt of the report the VTS shall provide instruction for a follow-up procedure.

(5) Any ship ready to leave port or shift within port from berth (Single-Up) or anchorage, located in the routing sector Rijeka, shall notify the VTS accordingly, calling VTS RIJEKA on VHF radio channel Ch14, and submit the following Departure Report:
(a) name of ship
(b) call sign
(c) intention: departure/shifting

When a ship submits Departure Report, the VTS shall grant or withhold the departure permit with the consent of the harbour masters office, providing the following information:
(a) departure permit
(b) information on port services
Departure permit shall be issued after taking pilot on board where applicable.



RIJEKA 

TYPE OF SECTOR: Manoeuvring sector

AREA:

Rijeka  manoeuvring sector covers the areas of Rijecki zaljev (Rijeka bay),  Bakarski zaljev (Bakarski bay) , Omialjski zaljev (Omisalj Bay) and the Malinska anchorage.

DESCRIPTION OF VTS SERVICE: 

VTS renders an information service (IS), when VTSO assesses it necessary for the safety of maritime traffic or the protection of the marine environment, in the following cases:
(1) when imminent and serious risk of a marine incident is obvious
(2) when a marine object does not comply with general standards concerning the safety of navigation, thus endangering the safety of navigation or the marine environment 
(3) when a marine object does not comply with  regulations concerning the safety of navigation or navigation in general
(4) when a marine object lacks sufficient information on a potential threat to the safety of navigation or it is highly probable
(5) when normal application of marine object standards could later develop complex maritime traffic situations

(a) name of ship
(b) call sign
(c) intention: entering port {name of port} 
(d) berth/anchoring location
When a ship submits Entry Report, the port authority / PCC shall grant or withhold the berthing/anchoring permit or the berthing/anchoring order with the consent of the harbour masters office, providing the following information:
     (a)  berth/anchoring location or
     (b)  berthing/anchoring order
     (c)  information on port services

Permit shall be issued after taking pilot on board where applicable.



(2) Any ship which has arrived at berth or anchor in port shall immediately upon completion of that operation notify the port authority / PCC accordingly, calling RIJEKA TRAFFIC on VHF radio channel Ch9, and submit the following Arrival Report:
(a) name of ship
(b) call sign
(c) intention: berthed/anchored 
(d) berth location or anchoring position

(3) Any ship ready to leave port or shift within port from berth (Single-Up) or anchorage shall notify the port authority / PCC accordingly, calling RIJEKA TRAFFIC on VHF radio channel Ch9, and submit the following Departure Report:
(a) name of ship
(b) call sign
(c) intention: departure/shifting

When a ship submits Departure Report, the port authority / PCC shall grant or withhold the departure permit with the consent of the harbour masters office, providing the following information:
(a) departure permit
(b) information on port services
Departure permit shall be issued after taking pilot on board where applicable.

(4) Vessel required to participate in VTS services shall, 15 minutes before ETD from port, berth or anchorage for departure or shifting from the port of Rijeka, submit to the port authority / PCC a Pre-departure Report, calling RIJEKA TRAFFIC on VHF radio channel Ch9, specifying: 
(a) name of vessel
(b) call sign
(c) ETD
(d) destination
Pre-departure report shall be subject to the VTS permit, and shall apply to arrival in the routing area.





SECTOR ZADAR

TYPE OF SECTOR: Routing sector

AREA:

Sector Zadar  covers the southern part of Velebitski Kanal, Novigradsko More, Karinsko More, Virsko More, Kvarnerika Vrata and the sea area around Dugi Otok and Kornati to the mainland coast (excluding Zadar  manoeuvring sector). It includes all approach fairways to ports in the above-mentioned area.

DESCRIPTION OF VTS SERVICE: 

VTS renders the following VTS services:
(1) Information Service (IS)
(2) Traffic Organization Service (TOS)

(a) name of ship
(b) international call sign
(c) draught
(d) course
(e) speed
(f) destination
(g) estimated time of arrival (ETA)
Entering of a marine object shall be subject to the VTS permit, and upon receipt of the report the VTS shall provide instruction for a follow-up procedure.
 
(2) Any ship intending to arrive in port, berth or anchorage, located in the routing sector Zadar, shall notify the VTS accordingly, calling VTS ZADAR on VHF radio channel Ch12, 15 minutes before ETA, and at the latest on arrival, and submit the following Entry Report:
(a) name of ship
(b) call sign
(c) intention: entering port {name of port} 
(d) berth/anchoring location

(3) Any ship which has arrived at berth or anchor in port shall immediately upon completion of that operation notify the VTS accordingly, and submit the following Arrival Report:
(a) name of ship
(b) call sign
(c) status: berthed/anchored 
(d) berth/anchoring location

(4) Vessel required to participate in VTS services, when operating in the routing sector Zadar, and intending to change destination during the voyage, or to substantially change Estimated Time of Arrival (ETA) or to otherwise deviate from planned navigation procedures, shall submit to the VTS a Deviation Report calling VTS ZADAR on VHF radio channel Ch12 and specifying:
(a) name of ship
(b) international call sign
(c) deviation
(d) reason for deviation
(e) planned procedures

Deviation of a vessel shall include, inter alia, floating of the vessel while waiting for the berthing permit and exceptional anchoring outside designated anchorages.
Deviation of a vessel shall be subject to the VTS permit, and upon receipt of the report the VTS shall provide instruction for a follow-up procedure.

(5) Any ship ready to leave port or shift within port from berth (Single-Up) or anchorage, located in the routing sector Zadar, shall notify the VTS accordingly, calling VTS ZADAR on VHF radio channel Ch12, and submit the following Departure Report:
(a) name of ship
(b) call sign
(c) intention: departure/shifting

When a ship submits Departure Report, the VTS shall grant or withhold the departure permit with the consent of the harbour masters office, providing the following information:
(a) departure permit
(b) information on port services
Departure permit shall be issued after taking pilot on board where applicable.





ZADAR

TYPE OF SECTOR: Manoeuvring sector

AREA:

Zadar  manoeuvring sector covers a part of Zadarski Kanal, anchorages in Zadar port, anchorage Diklo and Gaenica port.

DESCRIPTION OF VTS SERVICE: 

VTS renders an information service (IS), when VTSO assesses it necessary for the safety of maritime traffic or the protection of the marine environment, in the following cases:
(1) when  imminent and serious risk of a marine incident is obvious
(2) when a marine object does not comply with general standards concerning the safety of navigation, thus endangering the safety of navigation or the marine environment
(3) when a marine object does not comply with regulations concerning the safety of navigation or navigation in general
(4) when a marine object lacks sufficient information on a potential threat to the safety of navigation or it is highly probable
(5) when normal application of marine object standards could later develop complex maritime traffic situations

(c) intention: entering port {name of port} 
(d) berth/anchoring location

When a ship submits Entry Report, the port authority / PCC shall grant or withhold the berthing/anchoring permit or the berthing/anchoring order with the consent of the harbour masters office, providing the following information:
     (a)  berth/anchoring location or
     (b)  berthing/anchoring order
     (c)  information on port services
Permit shall be issued after taking pilot on board where applicable.


(2) Any ship which has arrived at berth or anchor in port shall immediately upon completion of that operation notify the port authority / PCC accordingly, calling ZADAR TRAFFICon VHF radio channel Ch9, and submit the following Arrival Report:
(a) name of ship
(b) call sign
(c) status: berthed/anchored 
(d) berth location or anchoring position

(3) Any ship ready to leave port or shift within port from berth (Single-Up) or anchorage shall notify the port authority / PCC accordingly, calling ZADAR TRAFFIC on VHF radio channel Ch9, and submit the following Departure Report:
(a) name of ship
(b) call sign
(c) intention: departure/shifting

When a ship submits Departure Report, the port authority / PCC shall grant or withhold the departure permit with the consent of the harbour masters office, providing the following information:
(a) departure permit
(b) information on port services
