                                                       1. GENERAL INFORMATION

 Avachinskaya Inlet and Approaches are the area of heavy traffic. Port of Petropavlovsk-Kamchatskiy is situated in this
area, it consists of 15 sections of seaport water area, 2 of which are in Avachinskaya Inlet. Section No1 is in NE part of Avachinskaya
Inlet, from mouth of Avacha River to Petropavlovskaya Inlet S end, and Section No15 (hereinafter refferred as Petropavlovsk-Kamchatskiy 
Section of seaport water area) is in E part of Avachinskaya Inlet in Rakovaya Bay.
  Port is accessible for vessels up to 400 m in length, 58 m in width and with draught up to 9 m. Seaport has permanent cargo/passenger
multisided boundary checkpoint of Russian Federation, this checkpoint is situated on Petropavlovsk-Kamchatskiy Section of seaport water
area.
   Navigation of vessels within Avachinskaya Inlet and Approaches is regulated by Vessel Traffic Service (VTS). When navigating and
anchoring in seaport water area mariners should be governed by Regime of navigation in waters washing Pacific Coast of Russia (Sum-
mary Description), No4440, General Rules of Navigation and Anchoring in Seaports and Approaches of Russian Federation (General 
Rules), Mandatory Regulations in Petropavlovsk-Kamchatskiy Seaport and the other official documents.
  Hydrometeorological conditions   in the area are generally favourable for shipping, but may be dangerous for navigation, 
anchoring and activities of the vessels in the following cases:
-north and north-west wind
-storms up to 30 hour of duration (in March and December up to 2 days) with wind speed up to 43 m/s in winter and 27 m/s in sum-
mer;
-fogs prevailing from May to August, some years fog occurs 27 day per month;
-ice regime is quite complicated in January-March, when ice difficult for vessel passage forms during severe winters in Avachins-
kaya Inlet;
-susceptibility to tsunami causing sea level change exceeding 3,5 m and waves up to 7-15 m in height.
Navigational and hydrometeorological information is transmitted to vessels by Seaport Master on VHF, Ch.9, daily at 08.00 am local time.

                                                2. MANDATORY REGULATIONS
                                           IN PETROPAVLOVSK-KAMCHATSKIY SEAPORT

  11. Seaport is refuge for vessels during storms.
  13. Tug service for vessels is provided within the Petropavlovsk-Kamchatskiy Section of seaport water area.
  22. Seaport water area is covered by GMDSS Sea Areas A1 and A2 Range.
  23. Information on vessel call to the Seaport is sent to Seaport Master via internet: www.portcall.marinet.ru.
  27. Permissive order of vessel movement and anchoring in accordance with traffic and placing schedule in
  seaport is in effect in the Seaport.
  53. After completion of anchoring and getting underway operations the master of the vessel should inform
  about this the Official of Seaport Master Service.
  54. Vessels with defective steering propeller complex iether propulsion system or anchor gear, are allowed
  for anchoring within seaport water area only with appropriate tug support and Seaport Master authorization.
  59. Berthing operations and also vessel movement by warping for more than 50 m are performed using
  towage.
  60. Berthing operations are allowed with 1 tug for vessels not exceeding 100 m in length and with available
  operative bow thruster.
  65. On receiving storm warning or actual weather deterioration, vessels moored at berths in Petropavlovsk-
  Kamchatskiy Section of Seaport water area must be ready to leave immediately the berth in the following
  cases:
   - southern winds (from south-east to south-west) with speed above 14 m/s - from berths in
  Mokhovaya Bay;
   - western winds (from north-west to south-west) with speed above 14 m/s - from berths No9, 10, 11 and
  12 in Petropavlovskaya Inlet;
   - western winds (from west to south-west) with speed above 14 m/s - from outer part of breakwaters in
  Seroglazka Bay.
  83. Padio communications not relating with safety of navigation or vessel traffic control, on VHF Channels
  11 and 16 are prohibited.
  84. Radio communications with tugs during vessel berthing operations at seaport berths is made on VHF,
  Ch. 8 and 14.
  92. Notification of restrictions in ice navigation regime for vessels is placed in information-and-telecommu-
  nications net of Internet at website: www.ampskk.ru not later 7 days before estimated date of enforcing such
  restrictions.
  93. Taking into account actual ice conditions in Seaport water area and vessel technical characteristics,
  vessels can navigate using the following recommendations of the Official of Seaport Master Service or
  independently.

                               5. PROCEDURE FOR COOPERATION WITH VTS                                                    

  5.1. The areas of compulsory pilotage constitute VTS Area.
  5.2. Seaport Master Service performs VTS functions, using AIS and VHF radiostation tech-
  nical facilities.
  5.3. Vessel traffic in VTS Area is regulated by the Official of Seaport Master Service.
  5.4. Communication between VTS and vessels within Seaport and Approaches is perfor-
  med on VHF, Working Ch.11, Calling Ch.16, Reserve Ch.9. Call sign   Petropavlovsk-49".


                              6. PILOT SERVICE

  6.1. Both compulsory and optional pilotage of vessels is carried out in Petropavlovsk-Kam-
  chatskiy Section of Seaport water area and approaches to Seaport.
  6.2. Pilots are provided for vessels in request submitting order in accordance with vessel
  traffic and placing schedule in the Seaport. Refuse from previously submitted request for
  pilotage should be made not later than 1 hour before the established time of the pilotage
  start.
  6.3. Petropavlovsk-Kamchatskiy Section of Seaport water area and Rakovaya Bay
  Fairway are the compulsory pilotage areas in Seaport.
  6.4. Pilotage is compulsory on Fairway No25 for vessels of the following categories:
  - tankers;
  - vessels carrying dangerous cargo;
  - vessels of more than 5 000 gross tons.
  6.5. Pilot boarding and disembarkation is made: for vessels bound for Petropavlovsk-
  Kamchatskiy Section of Seaport water area or leaving it-in the vicinity of pilot boarding
  place No1 within the circle of radius 7,5 cables centered at 5250'42"N, 15844'18"E; for
  vessels intending to navigate in the compulsory pilotage areas, boarding/disembarkation of
  the pilot may be carried out at the anchorage or vessel mooring site at berth.


                   7. RESTRICTIONS FOR VESSEL NAVIGATION AND ACTIVITIES IN AVACHINSKAYA
                               INLET AND PORT OF PETROPAVLOVSK-KAMCHATSKIY

  7.1. Vessel speed within Seaport water area and approaches should be minimal, enough for vessel
steerability and not exceed 9 knots except when it is necessary to prevent immediate danger.
  7.2 Vessel overtaking is prohibited in Seaport water area. 
  7.3. Simultaneous movement and relocation of 2 or more vessels within Petropavlovskaya Inlet water
area are prohibited.
  7.4. Entering and leaving Inner Harbour of Petropavlovskaya Inlet are prohibited when visibility is less
than 5 cables.
  7.5. It is prohibited, when wind speed exceeds 14 m/c, to:
   - deliver passengers to vessels on roadsteads;
   - bunker vessels on roadsteads;
   - perform bulk oil cargo operations.
  7.6. Vessel berthing operations are prohibited in Seaport with wind speed 12,5 m/s and more and/or seas
more 1 m in height, and also with visibility less than 5 cables.
  7.7. Cargo operations in Seaport, using gantry cranes, truck cranes and vessel loading facilities, are
permitted with wind speed not exceeding 14 m/s and using floating crane - not exceeding 12 m/s.
  7.8. Only one tanker can moor at any berth at a time.
  7.9. Vessels not engaging in removal of oil and petroleum products spill are not permitted to cross polluted
water area of the port.
  7.10. When navigating in the vicinity of the area of oil and petroleum products spill removal, vessels
reduce speed to the minimum allowing the safe steerability of the vessel.
 7.11. Vessel mooring at SBMs is prohibited with wind speed exceeding 10 m/s.
 7.12. Two-way traffic is allowed on the Fairway No25 leading to Avachinskaya Inlet, except the narrows
SW of Zavoyko Peninsula.
  7.13. Fishing by nets or other towed gears is prohibited in Avachinskaya Inlet.


                     8. DIRECTION FOR ENTERING AVACHINSKAYA INLET,
                         PETROPAVLOVSKAYA INLET AND RAKOVAYA BAY

For entering Avachinskaya Inlet  vessel should lay on Avachinskiy Leading Line
(163,3-343,3) (Fairway No25) and follow it keeping exactly to transit axis, when passing
between the areas No12 and 13.
Under restricted visibility:
 - to use vessel radar taking into account that Inlet coasts,Tri Brata Stones and
Babushkin Kamen' Islet give good responses on radar screen;
 - take precautions not to confuse black metal chimney of 30 m in height (1,2 mile NNW of
Seroglazka Point) with one of the lighthouses of Avachinskiy Leading Line.
For entering Petropavlovskaya Inlet  vessel should lay from Avachinskiy
Leading Line of Ligthhouses on Petropavlovskiy Alignment of Light Beacons (214,7-34,7)
and follow it up to entry to Petropavlovskaya Harbour Alignment of Light Beacons (325,1-
145,1). Bringing these Leadine Light Beacons astern, vessel should enter Outer Harbour of
the port keeping to mid-channel between the spit projecting from east coast of  Petropavlov-
skaya Inlet, and Signal'nyy Point. Vessels bound for Rakovaya Bay should pass through
Petropavlovskiy Alignment up to the crossing with Rakovaya Bay Alignment of Light
Beacons (318,9-138,9), then to lay on this Alignment and proceed into the bay with Rako-
vaya Shoal leaving on starboard side.
