			1. General Information
 Sovetskaya Gavan' Port consists of maritime commercial, fishing and naval ports.
 It is the only port-refuge for vessels in Tatarskiy Strait according to its situation.
 The port occupies the whole water area of Sovetskaya Gavan' Gulf. The area divides into the inner roads and the outer roads with the  line connecting the points 49deg 00,91min N, 140deg l9,12min E and 49deg 01,52min N, 140deg 18,16min E.
 The territory of Sovetskaya Gavan' Port consists of Maritime Administration of Port (MAP) and territories, adjoining to berthage of  joint-stock companies, realizing freight turnover in the port.
 The state supervision of all vessels and crafts navigation safety in the port area is exercised by Maritime Administration of Vanino  and Sovetskaya Gavan' Ports.
 Regulated vessels traffic is established within the area of Sovetskaya Gavan' Gulf.
 Hydrometeorological conditions: The climate of the region is of monsoon type.
 Winds: SW winds prevail in winter, NE and N winds - in summer. Storm winds of velocity up to 42 m/s may be in winter and in autumn.  Sometimes there are  winds of contrary directions simaltaneously near eastern and western coasts of Sovetskaya Gavan' Gulf. 
 Fog: From April to August the number of fog days increases. But fogs are most frequent in July: 14 and sometimes to 20 fog days a  month. Sometimes there are thick fogs and not infrequently last several days long.
 Currents: Rate of the constant current is 0,4 - 0,8 kn at the approaches to the Sovetskaya Gavan' Gulf, but the summery current is 0,1 - 0,3 kn inside the bay.
 Ice: Ice forms in the bay in early November and disappears late in April - early May, in severe winters - early June. Drifting ice  dangerous to vessels navigation occurs at approaches to the bay.
 Hydrometeorological information may be obtained by means of:
  -Roads Post reports;
  -State Supervision Inspection of Port;
  -Port Vanino radio station reports.
 
	 2. Regime of navigation and vessels traffic organization
                        2.1. General information
 Vessels navigation in the port and the approaches to it is regulated by:
  -Rules of vessels and ships navigation in Sovetskaya Gavan' Gulf;
  -Obligatory Regulations Maritime Port Sovetskaya Gavan' and Timber terminal Nel'ma;
  -the International Regulation for Preventing Collisions at Sea (COLREG - 72);
  -Vessel Traffic Control Scheme (VTCS) of Port Vanino.
  -State Supervizion Inspection of Port (SSIP).
                        2.2. Vessels traffic control 
 2.2.1. Vessels traffic control is exercised by Roads Service of Chief Harbour Officer - through Roads Duty officer. VHF radio communication with Roads Duty officer is established through Aleksandra Point Post.
 2.2.2. No vessel has the rights to enter Sovetskaya Gavan' Gulf, leave it or start moving on (including proceeding from berth to berth) without Roads Duty officer's permission, SSIP approval and reception of roads information.
 2.2.3. Vessels navigating in Sovetskaya Gavan' Gulf and its approaches should establish VHF contact with the Roads Post. Vessels should inquire for permission of Roads Duty officer to enter the bay not later than 30 minutes before approach to the readiness         raising line. When approaching to visibility distance all vessels should show their call sign: hoisting the flags by day, with searchlight by night.
 2.2.4. After permission the vessel follows to the anchorage or to the berth, informing SSIP of the call's purpose by VHF radio.
 2.2.5. The vessels which have not received permission to enter the bay, should occupy the waiting area within a radius of 5 cables from 49deg 03,76min N, 140deg 20,65min E.
 2.2.6. Inward-bound vessels should keep out of the way of outward-bound vessels.
 2.2.7. Vessels' speed should be minimum sufficient for normal maneuverability of the vessel and should not exceed 6 kn (for ships equiped with gas-turbine engines - 9 kn). Within the bay area.
 2.2.8. Overtaking of vessels within port aquatoria of the bay is strictly prohibited.
                            2.3. Vessels navigation in ice conditions
 2.3.1. Ice-breakers assistance in the port and its approaches is carried out by Harbour-Master.
 2.3.2. Applications for ice-breakers assistance of vessel's entry to the Port Sovetskaya Gavan'  and mooring to the berth are transmitted to Harbour-Master's address through marine agent 72 hours and are made more exact 12 hours before approaching to edge of ice.
 2.3.3. Vessels of ice class not less than "L3" of Russian Register of Shipping or corresponding meaning of Lloyd's Register, are admitted to navigation in ice conditions.
 2.3.4. Masters of the inward (outward) bound vessels are obliged to report to Harbour-Master information of ice, its solidity and thickness along the vessel track.

         4. Restrictions of vessels navigation and berthing in port waters and anchorages
                         4.1. Draught restriction
4.1.1. Lososina Bay can accomodate vessels of draught up to 6,5 m when vessel mooring to berth  1 and of draught up to 3 m - to berth  2.
                         4.2. Vessels berthing restrictions
4.2.1. Dockside tests near hydro-technical constructions, not designed for this purpose, are prohibited.
4.2.2. Berthing operations of 5000 vessels and abore are carring out with a tug assistance, with not less than two tugs assistance.
4.2.3. Berthing and cargo operations in the port are carried out at wind velocity not exceed 12 m/s. When velocity of wind exceed 12        m/s these operations are possible only tor prevention of accident.
                         4.3. Towing restrictions
4.3.1. When towing in the bay aquatoria, length of towing hawser should be shortened. It is allowed towing of not more than two vessels.
4.3.2. Towing of  vessels with main engines trouble, failure of rudder control and anchor device, also floating cranes is allowed by         the wind velocity not exceed  11 m/s.
                         4.4. Restrictions of vessels berthage
4.4.1. Vessels berthage more than two hulls alongside of the port berthing lines is prohibited.
4.4.2. Anchoring in the waiting area and outside of anchor berthes points is prohibited.

                         5. Pilot service
5.1. Pilotage is compulsory for all foreign and russian vessels in the Por Sovetskaya Gavan'.
5.2. Pilotage and pilot service in the port (berthing, transposition for 50 m and more) are compulsory for all foreign and russian      vessels.
     Masters of vessels,  or agent should send the notice with request for pilotage to Vanino Branch of  "Rosmorport" in Por Sovetskaya      Gavan' 48 hours before ETA and to confirm it not less than 4 hours before approaching to the pilot station. The vessels having moored      to berthing line or berthed at anchorage should hand in the application not less than 2 hours before pilotage begining.
