1. Depth in the vicinity of pipelines may be 2 m less then charted as not all pipelines are buried. When anchoring or trawling in the vicinity of a pipeline mariners should bear in mind the danger of pipeline damage which may cause fire or less of a vessel's buoyancy. In any case of a pipeline damage mariners risk prosecution.

                                 1. GENERAL INFORMATION

In Nakhodka Gulf, the Port of Nakhodka and Vostochnyy Port,
major seaports, are situated. Terminals are built in these ports. The
largest terminals for the Port of Nakhodka are Marine Terminal and
Marine Fishing Terminal in Nakhodka Bay and Oil Bulk Terminal
in Novitskiy Bay. The largest terminal for Vostochnyy Port is Oil
Bulk Terminal in Koz'min Bay.
The ports can accommodate deep-draught vessels.


            2. RULES OF NAVIGATION FOR PORTS AND APPROACHES
                 WITHIN PYOTR VELIKIY GULF, ADMIRALTY No 4442 
                                            
                                           2.1. Organization of Vessel Traffic

      2.1.1. Vessel traffic in Nakhodka Gulf is regulated by Vessel Traffic Ser-
vice (hereinafter VTS) with a centre which is situated on Kamenskiy Point.
VTS centre is a main part of Vessel Traffic Service for Nakhodka Gulf.
      2.1.2. Rules of navigation and VTS coverage of Nakhodka Gulf spread
over the Water Area of Nakhodka Gulf and  adjoining part of the Water
Area of Pyotr Velikiy Gulf, confined by line connecting Likhachyov Point
and Povorotnyy Point.
      2.1.3. Vessels proceeding the Water Area of Nakhodka Gulf and Appro-
aches should keep constant radio watch at channels 13 (working), 16 (cal-
ling) or standby  assigned by VTS. Call Sign of VTS is   Nakhodka-Traffic".
      2.1.4. Till 20.00 of local time, vessels should submit an application to
VTS and Inspection of State Port Control (ISPC) for entering port or leaving
it next day. The following information about vessel should be indicated in
the application :  
     - type, name, flag, call sign and IMO identity number;
     - vessel owner/operator;
     - maximum length, maximum beam and free board height;
     - time of arrival and time of departure;
     - last port of call (for entering vessels);
     - port and terminal of destination in Nakhodka Gulf (for entering ves-
    sels);
    - first port of call (for leaving vessels);
    - type and quantity of cargo.
     2.1.5. Vessel navigation in the Water Area of Nakhodka Gulf and Ap-
proaches is carried out with use of fairways, Traffic Separation Schemes
and other routing measures plotted navigational charts or published in ot-
her official manuals.
      2.1.6. Two-way traffic is established along Fairways No 1, 2, 7. Vessels
should proceed ahead on starboard of fairway axis which is a line of sepa-
ration traffic in this case.
      2.1.7. One-way traffic is established along Fairways No 3, 5, 6. Its dire-
ction is determinated by VTS.
      2.1.8. One-way traffic is established along Fairway No 6A in the direc-
tion South-East. It is used by vessels leaving Nakhodka Bay with VTS
authorization only.
      2.1.9. One-way traffic is established along Fairways No 2A and 2. Fair-
way No 2A leads to Koz'min Bay. Fairway No 2 is for tankers procee-
ding from Koz'min Bay. Authorization for vessel movement is given by
VTS.
      2.1.10. Speed along the Fairways No 1, 2, 7 and also the Eastern Part of
the Fairway No 6 should not exceed:
       - 10 knots for vessels under 150 metres in length;
       - 8 knots for vessels over 150 metres in length.
      2.1.11. Speed along the Fairways No 3, 5, 6A, the Eastern Part of the Fa-
irway No 6, and also in the Precautionary Area No 301 should not exceed
6 knots.
      2.1.12. Overtaking along all Fairways and in the Precautionary Areas
No 301 and 310 is prohibited. In the Precautionary Area No 301 proceed
leaving to port mid-channel light buoy No 2.
      2.1.13. Tankers of gross tonnage 50 000 or over, inbound or outbound
Nakhodka Gulf, should proceed Parts III, II, I and VI of Traffic Separation
Scheme No 2 on Approaches to Nakhodka Gulf. They should display lights
and shapes prescribed by the rule 27(b) of International Regulations for
Preventing Collisions at Sea, 1972.
     2.1.14. All vessels should give way the mentioned tankers in Approaches
to Nakhodka Gulf.
     2.1.15. Tankers proceeding to Oil Bulk Terminal in Koz'min Bay sho-
uld be given VTS authorization to enter Nakhodka Gulf. If mooring facili-
 ties and anchorages are occupied, tankers should wait VTS authorization
in the Area E of the Part II and S of the Part VI of the Traffic Separation
Scheme No 2 in Approaches to Nakhodka Gulf.

                                                   3. Pilot Service
3.1. Pilotage in the Harborage Areas of Nakhodka Gulf is subject to
mandatory regulations.
3.2 For tankers following to Oil Bulk Terminal in Koz'min Bay, pilots
normally board abou: 1,7 miles W of Krylov Point. A tanker should reduce
speed to a minimum for pilot boarding to ensure manoeuvrability of the ves-
sel.

                  3. RESTRICTIONS OF VESSEL NAVIGATION IN
                      HARBORAGE AREAS OF NAKHODKA GULF

                            (prescribed by mandatory regulations)

                                      3.1. Speed Restrictions
3.1.1. Vessel overtaking and crossing their course ahead is prohibi-
ted on the Inner Roads of the Ports.
3.1.2. Speed of vessel over 50 m in length on the Inner Roads of the
Ports should be minimal to ensure manoeuvrability of the vessel. Speed
of the other vessels on the Inner Roads of the Ports should not exceed
10 knots.
                     3.2. Restrictions of Vessel Draught and Dimentions
3.2.1. The Port of Nakhodka. Marine Terminal in Nakhodka Bay
can accommodate vessels to 250 m in length and draught to 11 m; 
Marine Fishing Terminal in Nakhodka Bay can accommodate ves-
sels to 200 m in length and draught to 8,8 m;
Oil Bulk Terminal in Novitskiy Bay can accommodate vessels to
250 m in length and draught to 12,5 m.
3.2.2. Seaport Vostochnyy Port can accommodate vessels to 300 m
in length and draught to 17 m.

                     3.3. Mooring Restrictions for Vessels
3.3.1. In seaports the Port of Nakhodka and Vostochnyy Port, vessel
mooring and shifting for a distance over 50 m should be carried out
with use of tugs. 
3.3.2. Vessel mooring at berthing facilities of Marine Fishing Termi-
nal in Nakhodka Bay is prohibited:
      - for berth No 33 at a distance under 15 m of the berth;
      - for Piers Nos 9-13 at a distance under 15 m of shoreline. 
3.3.3. Vessel mooring at Oil Bulk Terminal in Novitskiy Bay is
allowed:
      - at Berths Nos 1 - 6 with offshore wind to speed of 10 m/s, with in-
shore wind to speed of 7,5 m/s and wave height to 1 m;
Vessel mooring at Berths No 1, 2 of this Terminal is allowed for ves-
sels of 30 000 GT and over with  offshore wind to speed of 7,5 m/s and
with inshore wind to speed of 5 m/s and wave height to 0,5 m. 
3.3.4. In seaport Vostochnyy Port, vessel mooring is allowed:
    - in the Mouth of Khmylovka River and Vtoroye Lake  at wind speed
to 10 m/s and visibility not less than 5 cbl;
   - in Koz'min Bay at wind speed to 14 m/s and visibility not less
than 10 cbl.
3.3.5. In Nakhodka Gulf, vessel mooring is prohibited at wind speed
over 15 m/s and/or visibility 5 cbl.

                             3.4. Towage Restrictions
3.4.1. Vessel towage in the Water Areas of Seaports Nakhodka and
Vostochnyy Port are allowed astern, side by side or by pushing. Length
of towing line for towage astern should not exceed 100 m.

                  6.HYDRO-METEOROLOGICAL INFORMATION

      Winds. In winter, the prevailing wind in Nakhodka Gulf is from N; in
summer, it is from SE. Rough swell enters Nakhodka Bay with S and
SE winds making staying at Berths Nos 1-11 troubled.
      Fog. The average number of foggy days in Nakhodka Gulf is 45 per
year. From October to March, fogs are rare. Since April, the number of
foggy days increases. Fogs are particularly frequent in June and July,
when the average number of foggy days per a month is 9, and in some
years it reaches 18. In the Southern Part of Nakhodka Gulf, fog is ob-
served more frequently.
     Current. Average speed in Nakhodka Gulf does not exceed 0,4
knot.
      Ice conditions. Ice in Nakhodka Gulf appears at the beginning of the 
second decade of December and disappears in the middle of March.
