The Russian Arctic National Park comprises the territory and the water area of the northern part of Severnyy Island of Novaya Zemlya Archipelago (from Zayats Point on the coast of the Barents Sea to Spokoynaya River mouth on the coast of the Kara Sea including Golfstrim Islands, Bolshiye and Malyye Oranskiye Islands, Bolshoy and Malyy Bezymyannyy Islands, Loshkin Island and Gemsker Islet).
In the aquatorium of the inner sea waters and the territorial sea of the Russian Federation 12 miles wide adjoining the territory of the northern part of Severnyy Island and adjacent islands the water biological resources protection zone has been established to ensure conservation of marine and coastal ecosystems under conditions of the regulated recreational and scientific use.
The water biological resources protection zone is prohibited to:
- any economic activity;
- presence of persons beyond the limits of specially allocated routes;
- any actions disturbing wild animals;
- commercial, coastal, hobby and sport fishing;
- presence of persons with water biological recourses catching (fishing) gear;
- navigation and mooring of mechanized vehicles, water craft including, not engaged in the national park activities;
- other activities resulting in the reduction of the ecological value of this territory or hurting the protected animals and their habitats, as well as not connected with the implementation of the national park mission.
 Within the limits of the water biological resources protection zone the following is permitted:
- scientific and research activities;
- ecological monitoring;
- conduct of nature protection and biotechnical measures;
- organization and arrangement of excursion ecological paths and routes within the sections specially allocated by the Russian Arctic National Park;
- presence of vessels with the aim bring and serve the officials and visitors of the national park under the programme of cruise tourism coordinated with the Federal State Budget Institution (FSBI) The Russian Arctic National Park.
