1.Marine mammals habitat is prohibited to sport and hobby hunting of any marine mammal species throughout and all year round, visiting of marine mammals rookeries and conduct of any works, including installation of navigational devices (bull horns, flashing devices, etc.) within their territory or 12 miles inshore zone, aircraft flights under 4000 m without permission of the fish guard, pollution of rookeries and commercial sites with minor products, oil products, garbage or other substances harmful to the animals, making of camp-fires in and near the rookeries, as well as economic activities not connected with the works on rookeries development, dog keeping and staying with them within less than 2 km from rookeries and sea beaver habitats, storage of oils and fuels within less than 1 km from sea coast, presence of vessels (except special purpose ships and vessels), blasting and signalling, shooting, fish and other marine animals catching, herbs collecting, visiting of rookeries by persons bearing no relation to protection of marine mammals without permission of fish guard. Fishery, marine mammals and marine products commercial catching, fuelling of vessels and any kind of economic activities are prohibited.
2.In the reserve any activity contradicting its territory conservation regulations is forbidden, including actions changing the land's hydrological regime; survey work, mining; all kinds of forest utilization; mowing; cattle pasture and driving, placing of hives and apiaries, harvest and storage of wild plants; building and placement of industrial and agricultural works, buildings and structures, roads and overpasses, power lines and other service lines; commercial, sporting and recreational hunting; introduction of living organisms; use of fertilizers and chemical protectants;  timber floating; presence and passage of unauthorized persons and vehicles, helicopters and airplanes flights below a height of 2000 m and also passage of supersonic planes.
