Kovalam to Chennai
2.55
	 The coast between Kovalam point and Chennai, 18 miles N, is low and sandy with casuarina trees N and S and many prominent buildings at the center, Good landmarks are: 
	Ottivakkam Hill, about 128m high and 8½ miles W of Kovalam Point stands near the S end of a low range of hills running parallel to the coast.
	Perumbakkam Hill, 80m high and 7 miles NNW of Kovalam Point, appears as a flat round-topped hill from sea and is also a fairly good mark.
	Panchapandavar Malai (Pallavaram Hills), a double peaked hill 152m high with a white domed building on its summit lying about 12½ miles NNW of Kovalam Point.
	Pallavaram Hill Aero Light is exhibited from a structure on the summit of the hill. An Aero light is occasionally exhibited from the control tower of the air field about 1 mile NNE of this 	hill. 
	Caution. The wreck of the pilot boat, ML Balaram, dangerous to navigation, lies in position 13° 05'.9N, 80° 17'.7E, approximately 5 cables S of the outer arm light. 
	An ODAS light-buoy (SW6) has been established, 8 cables SE of outer arm light, in position 13° 05'.7N, 80° 19'.3E.

	Elliot Beach Memorial. 11m high, 4½ miles E of St. Thomas Mount. A white Domed building, 23m high, about 1 mile NNW of Elliot Beach Memorial on the bank of Adyar River.
	San Thome Cathedral Spire, 50m high and conspicuous, 2½ miles NNE of Elliot Beach Memorial. 
	T.V. Tower exhibiting fixed and flashing red lights, N of San Thome Cathedral.
	Life Insurance Corporation Building, 27m high, about 1.8 miles NNW of San Thome Cathedral.
	Fort St. George Flagstaff, 52m high in the middle of the E side of the fort, 1½ miles NE of Life Insurance Corporation Building. 
	A conspicuous radio tower exhibiting fixed red lights, 1¼ miles N, and a tower 35m high, 6 cables NNE of Fort St. George.
 	University Clock Tower, 39m high, 1½   miles NNE of Chennai (Madras) Light house, with a conspicuous TV tower, Exhibiting fixed and flashing red lights, 2 cables W of it.
 	Three very conspicuous  grey cooling towers, 56m, 57m, 60m high, 3¼ miles NNW of Chennai (Madras) Lighthouse. 
    	 An obelisk (13° 07'.2N, 80° 18'.0E), height 24m, approximately 2 cables N of Chennai (Madras) directional light. 	
	Two Radio Masts, 52m high, ¼ mile NNW of Fort St. George flagstaff.
	A conspicuous radio tower exhibiting fixed lights 1.2 miles N of Fort St. George flagstaff.

2.56 
	Submarine Exercise. Area lies with its center about 20 miles ENE of Kovalam point. A good look-out should be maintained in the vicinity.
	Firing Practice area lies about 30 miles ESE of Kovalam Point, centered on 12°41' N, 80° 45'E as shown on the chart. Mariners are advice to exercise caution while navigating within 	this area.
	Between Kovalam Point and Chennai, two rivers Adyar and Cooum (Kuvam) Rivers flow into the sea.

2.57
 Approach Channel.	The approach channel to Chennai Harbour entrance, which is about 1½  cables wide at its narrowest portion, is dredged to depth of 19.2m and the inner channel is 18.6m and marked by numbered light-buoys of  IALA System (Region A), green conical on the W (starboard) side and red can on the E (port) side. The seaward light buoy (green conical, quick flashing (3) every 5 seconds, radar reflector) lies 3¾ miles NE of .The turning circle is maintained at a depth of 18m. The harbour basin is dredged to 10.8 m. 
   Light-buoys Nos 3 and 4 are moored approximately 4½ miles NE of Fort St. George’s flagstaff.
   A Racon is situated on the shore almost 2 miles NNE of Fort Saint George. The racon ahead, bearing 257°, leads into the charted approach channel. A directional light is exhibited at night.
    Vessels should not approach within 5 cables of the approach channel unless a pilot is on board.
	The Dangerous wreck with mast visible of MV Deccan Pioneer lies in position about 9.7 cables SE end of Eastern Breakwater. Another wreck lies S of the outer arm Breakwater light at a distance of 4.8 cables.

CHENNAI (MADRAS)

Approaches to Chennai
2.58
	Chennai (Madras), (13° 06'N, 80° 18'E) the capital and seat of Government of the State of Tamil Nadu, is the Major harbour of the Coromandel Coast and the third largest port in India; it lies close to the sea on a low sandy coast exposed to heavy surf. With its suburbs the city extends N along the coast for about 12 miles from the mouth of Adyar River.
	The City of Chennai is 368 years old and is the 36th largest city in the world with an approximate population of 76 lakhs (2006).
2.59
	Kuvam, a small river, flows through the city but its mouth is usually closed, except in the rainy season. The Bukingham Canal runs along the coast and utilises the backwaters with which the whole coast is fringed. Chief exports are iron ore, barites, other ores, granite, stones, textiles, tobacco, sugar etc; Chief imports are food grains, chemical manure including phosphate, iron and steel materials, cement, chemicals, mineral oils, vegetable oil, coal, machinery timber, sulpher, paper and stationary.

2.60
	 Developments. The following works were completed in 1985-86.
	The Bharathi Dock has been deepened to receive 1,50,000 DWT ore carriers
	The East Quay (North) end 200m is reserved for the Navy and Coast Guard operations, it consists of three berths each for Naval  and Coast guard ships.
	Future development works include replacement of existing old slipway with new cradle/winches.
	Chennai Light (13° 02'.3N, 80° 16'.8E) is exhibited from a triangular RCC tower (red and white bands), 46m in height ½ mile NNE of Saint Thomas Cathedral. A racon (K) transmits from the lighthouse.

2.61
 Port Limits.
	To the North. A line running from a point which is 20m N of a position 13° 07' 58".8N, 80° 17' 57".9E to position 13° 09' 00"N, 80° 20' 00"E and a line running from a point in position 13° 09'N, 80° 20' E to a point in position 13° 09' N, 80° 22' E.
	To the South. A line running from a point in position 13° 03'.9N, 80° 17'.25E to a position 13° 03'N, 80° 20'E and a line from a position 13° 03'N, 80° 20'E to a position 13° 03'N, 80° 22'E, provided always a triangular portion of land in No. 1803 of Vepary Division be excluded.
	In the East. A line connects the eastern extremities of the above, described North and South boundaries, i.e. from the position 13° 09'N, 80° 22'E to a position 13° 03'N, 80° 22'E
2.62 
	Arrival Information.	ETA of vessels should be signaled at least 48 hours in advance. All vessels arriving from foreign ports have to request for pratique by radio addressed “Quarantine Chennai” not more than 12 hours or less than 4 hours before ETA.
	When approaching the harbour limits or when anchored in the roadstead, vessel must keep a look-out for Signal Station situated at the harbour office and contact the port control on Channel 16 MMB. 

2.63
	Outer Anchorage Chennai roadstead (13° 06' N, 80° 10' E) is exposed to all offshore winds; there is generally a swell from seaward, causing vessels in the roadstead to labour or roll considerably. A second anchor should be ready for letting go and anchors should be buoyed.
    Vessels which are not been berthed on arrival should anchor South of latitude 13° 06' N. They should not anchor within Pilot Boarding Areas No 1 or No 2, which are shown on the chart, without permission from Port Control.
	The Dangerous wreck with mast visible of MV Deccan Pioneer lies in position about 9.7 cables SE end of Eastern Breakwater. Another wreck lies S of the outer arm Breakwater light at a distance of 4.8 cables 
   A cable area in which anchoring and fishing is prohibited lies in the S approaches to the harbour the limits of which are shown on the chart.   
	The Anchorage lies 2 miles ENE of the harbour in a depth of 18 m, the holding ground is good with a coarse sand bottom.
	The new outer arm, 1004m long provides better shelter at the outer anchorage.
	A Number of submarine cables lie between the mouth of Cooum and Adyar River. Anchoring and fishing is prohibited in this area.
	At night it is advised that vessels should not approach into depths of less than 16m without pilot.

2.64 
	Spoil Ground.	A spoil ground is centered 1.88 miles N of the outer arm light, another spoil ground lies 1.2 cables SEE of the outer arm light.
   An examination anchorage area is enclosed by a line joining the following positions:
	(i)	13° 08' 55" N, 80° 19' 30" E
	(ii)	13° 08' 55" N, 80° 21' 30" E
	(iii)	13° 07' 10" N, 80° 21' 10" E
	(iv)	13° 07' 10" N, 80° 19' 30" E
	(v)	13° 07' 27" N, 80° 19' 15" E

2.65
	 Pilotage is compulsory. No merchant vessel is to enter/leave or shift from one berth to another without a pilot on board unless authorized to do so in writing by the Deputy Port Conservator.
	Licensed Pilots are available throughout the day and nights. Vessels of less than 230 m length should embark the pilot in waiting area No 1 situated 10.5 cables E of the harbour entrance; those of more than 230 m in length should embark the pilot in waiting area No 2 situated 3.15 miles ENE of the harbour entrance as demarcated in the approaches chart. Vessels should not approach or anchor in the waiting area unless directed by the port control. Vessels which are not getting pilot on arrival should anchor south of latitude13° 06'N.
	Vessels requiring pilots fly flag ‘G’ of the International Code of Signals by day and a white light in a conspicuous position on board by night. Port Signal Station can also be contacted on VHF channel 16.
	Pilot Launches can be easily identified from painting of the word ‘Pilot’ on them. A strong and efficient pilot ladder must be provided.
	Master of the vessels are cautioned not to approach so close that insufficient room is left for the pilot to maneuver the vessel for entering the harbour.

2.66
	Traffic Signals.	Only one vessel may enter or leave harbour at a time. Vessels about to enter the harbour display pendant 4 and when leaving flag ‘N’ of the International Code Signals at the fore-yard arm. These signals are displayed only when the pilot is on board. 
	A black ball displayed from the Port Signal Station indicates that a vessel is getting underway to leave harbour. Vessels approaching the port should remain clear of the breakwater head to give sea room to such vessel.
	The system of signal in use in the port is given in “Regulations for the Port of Chennai” issued by the Harbour Office.

Chennai (Madras) Harbour
2.67
	Chennai (Madras) Harbour is protected from N and NE by Northern Breakwater and Eastern Breakwater which extends 2½ cables SE thence 3½ cables SSW from a position 2¼ miles NNE of Fort Saint George's Flagstaff. The harbour is protected from E and SE by East Quay and new outer arm which extends 11½ cables NNE from a position 1 mile NE of the same flagstaff. A light is exhibited from the head of new outer arm. Georgetown, the commercial center of the city, stands immediately behind the harbour. The harbour entrance channel is maintained at a depth of 18.6m and length of the channel is about 3.14 miles. The depth of outer channel is 19.2m. The width of channel gradually increases from 244m to 410m at the bent portion and then maintains a constant width of 305m. The port could accommodate vessels up to 274 m length overall and up to 16.2 m draught.

	Bharathi Dock, the N part of the harbour is protected by a breakwater, extending SE then S from the shore. The harbour is entered between the elbow of this breakwater and the head of new outer arm; there is a turning area immediately inside the entrance. The dock and turning area are dredged to depth of 17.4m and 18.0 m respectively.
	A light is exhibited close S of the head of the E breakwater protecting Bharathi dock.
	Oil terminal berths with alongside depths of 17.4 m are situated on the E side of Bharathi Dock for tankers up to 280.4 m long with a draught of 16.5 m.
	An iron ore berth with a depth of 17.4 m alongside and with fully mechanized handling facilities is situated at the NW corner of the dock; it has a handling capacity of 8000 tons per hour; plans exist (1990) to deepen ore berth, turning circle and the approach channel to accept bulk carriers up to 170 000 dwt.
 	A fully mechanized container terminal having four berths with 14m depth lies close to NW of the north pier. The facility can handle upto 10 million TEU (20 foot equivalent units) annually.

	Inner Harbour. The S part of the harbour, forming the inner harbour, is protected by East Quay. The entrance to the inner harbour lies between the North Pier and a spur projecting from East Quay and is 122 m wide with a depth of 9.4 m. A light is exhibited at each side of the entrance.
2.70
	Jawahar Dock, 518m in length and 135m wide lies S of the inner harbour; the entrance to Jawahar Dock lies through the middle of the South Quay.
	Berths at West Quay are numbered from N to S and at South Quay from W to E.  In Jawahar Dock berths are numbered from N to S, odd numbers on the W side.
	At West Quay there is a fixed 60-ton crane at the crane berth; also two 5 ton and thirteen 3 ton traveling cranes. South Quay is equipped with one 30 ton and one 10 ton traveling crane and two 5 ton cranes.  
	At South Quay there is a fixed 50 ton capacity crane at berth 1; also three 8 ton and three 10 mobile cranes West Quay is equipped with ten 5 ton mobile cranes. In Jawahar Dock three 8 ton and three 10 ton capacity cranes are available. Twenty 3 ton,  three 4 ton mobile, 15 ton and two 10 ton capacity mobile cranes, 16 ton, twelve 3 ton and one 5 ton capacity fork lifts are available.
	There is a floating crane with a capacity of 120 ton. All quays are connected with the general railway system and except for the East Quay, have facilities to handle and store goods of any description.

	Chennai (Madras) Fishing Harbour is situated 1 mile N of Bharathi Dock; the harbour, which is well sheltered by two extensive breakwaters, provides berths for up to 5000 pablo boats and 50 fishing trawlers. 

Development
2.72
	It is proposed to construct an outer harbour adjacent to Bharathi Dock and the fishing harbour; NE and SE of these areas respectively.  It is planned that the outer harbour will have 12 berths.
The berths at Jawahar Dock are being planned to handle car carriers once the coal operations are completely moved to Ennur port. 
	The modernised West Quay berths will initially handle dry bulk cargo and later on would be converted to handle container traffic. 
	As and when Iron Ore is shifted from Chennai Port, Ore berth can also be converted to cater to the future projected traffic of container cargo. Similarly, the berths at South Quay will initially handle dry bulk cargo with an option to switch over to container handling at a later date. 
	The Government of India through National Highways Authority of India (NHAI) is looking into various alternative proposals for connecting the Chennai Port to the state/national highway network. These projects will however have to be dealt with by the State Government and its Agencies, as the role of the Port Trust is limited in this regard.
	Second Container Terminal at East Quay likely to be in operation by end 2007.

Facilities
2.73
	Repairs to hull and machinery can be undertaken.  A patent slip in the boat basin of length 185.01m can take vessels up to 980 tons. The lighter-age fleet can handle about 1,000 tons per day.
	Four tugs of 3500 BHP and one Tug of 4500 BHP are available for berthing and anchoring. There are five Government hospitals and numerous private hospitals close to the port which admit seamen. The Port Trust Aid Service, if asked, can render assistance in case of accidents.
	There is one private water barge of 200 tons capacity. De-rating exemption certificate and de-rating certificates are issued 
	The seafarer club is South of the Chennai Port Administrative Office.

Supplies

	Large stock of Furnace fuel and marine diesel (heavy) are available; these can be supplied at North Quay, West Quay and South Quay at a rate of about 100 tons an hour.  At least 48 hours notice is required.  Marine diesel (light) can only be supplied at West Quay.  A small quantity of Diesel Oil (High Speed) can be supplied in barrels at a week’s notice.
	Fresh Water is available only by barge and water trucks at all berths.  
 
Regulations
2.76
	No ballast may be thrown overboard in Chennai in depths of less than 22m.  Chennai (Madras) Port Trust has strict pollution control checks inside the harbour; and inspection of all vessels entering Chennai Port is being carried out.
	Crude oil washing of tanker is permitted if the system conforms to the standards laid down in the IMO regulations.
	Painting of hull is permitted.
	Explosive. The master of any vessel arriving at Chennai roadstead with IMDG cargo on board must give 24 hours prior notice to the Port Control.

2.77 
	Communications.	  There is a regular sea communication with all parts of the world and air communication with Mumbai(Bombay), Delhi, Kolkata (Calcutta), Kochi(Cochin), 	Hyderabad, Karachi, Colombo, Singapore, Jakarta and Sydney from Chennai airport, It is 12 miles from the city. There is ample rail/road communication to all parts of the country. The 		port is well connected to national highway and the railway terminal is situated within 3 miles.
	There are coast and port radio stations at Chennai; call sign VWM. VHF communication with the Port Signal Station is available on channel 16 with working channels 10 and 14 open 	round the clock to transmit and receive berthing and other operational messages.

2.78
	Storm and Weather Signals. Storm Signals are displayed at the Storm Signal Station situated on the SE corner of North Quay; the extended system is used.
	Early warning weather radar is installed on the Port Administrative Officer Annex building and weather forecast is broadcast twice daily.
	On the warning signal being displayed, masters of vessel at anchor within the limits of the port are required to attend to the following directions:-
	(i)	Not to be absent from their vessels between sunset and sunrise.
	(ii)	To be ready to proceed to sea at short notice.
	(iii)To proceed to sea without waiting for 	instructions to do so should they deem such a course prudent under the circumstances.
	On the danger signal being displayed, the Master of each vessel will take such measures for the safety of his vessel as he may consider requisite; no further instruction on that point 	will be furnished by the port authorities.
	Master of vessel must use their own discretion whether to remain in the harbour or proceed to sea in cyclonic weather. Preference to mooring berths will be given to vessel with bulk cargo, i.e. coal, grain, ore etc; and those vessels which have broken their cargo.

2.79
	Climate and Weather. The climate of Chennai is generally hot throughout the year, the hottest period being from May to July. 
	The Chennai coast is normally frequented by the cyclones during the month of May and November and they usually commence with the wind between NNW and NNE. The wind direction shifts E if the port is in the left hand semi-circle. From the middle of  April to the middle of December low powered vessels or those difficult  to handle should anchor well out, if they do not enter the harbour, and should be ready to proceed to sea to gain an offing before the wind shifts to NE and E, when it may be possible to get away. It is advisable to weigh anchor and proceed to sea when weather becomes foul, vessels remaining at anchor are likely to be driven ashore in gale force winds.

2.80	
	Currents. The following details of the Chennai coast apply particularly to the vicinity of Chennai. In January, the current sets SW at a rate of 1 to 1½ knots, but is irregular; in February it is N, parallel to the coast, 1½ knots; in May from 1 to 2 knots; in June variable. In July and August it is sometimes S and weak; in September S and SW and strong; in October, S, along the coast and strong; in November and December, SW and S along the coast strong 2 to 4 knots.
	Surf.	The surf of Chennai, N and S of the harbour, breaks at about 120m from the beach in fine weather but at about 180m in squally weather. During gales from E the surf breaks at nearly 250m from the beach. With the wind offshore the surf is often very high and in the form of one heavy roller. In ordinary weather the waves are from about 1 to 2m in height but during bad weather from 3 to nearly 4m.
	Port Authority is exercised by the Deputy Port Conservator.  Chennai Port Trust on behalf of the Indian Government. Chennai is ISO 9001 – 2000 Certified Port and ISPS Compliant Port.
CHENNAI TO KAKINADA BAY

	Caution.	When navigating the Coromandel Coast N of Chennai great care is necessary because currents are very variable both in rate and direction and sometimes may set towards the land.

Chennai to Point Pudi  
2.82 
	Between Chennai and Ennur, 9 miles NNE. There are several small fishing villages on this part of the coast which is low and sandy.
	Tiruvottiyur, is the suburb of Chennai. It lies about 3½ miles N of Chennai harbour entrance. A stranded wreck lies ¾ mile SE of this village.
	Kasigobind Temple.	A white temple 11m high, stands about 5 miles N of Chennai harbour entrance and is conspicuous; A 37 m high chimney lies ½ mile W of the temple. A conspicuous tower ½ mile further NE, having an elevation of 35m, are also good marks.  Some conspicuous Chimneys stand ¾ mile SSW of the factory.
	Ennur,	a fishing village and centre of salt manufacture, is situated on the N side of the mouth of extensive backwater, 9 miles NNE of Chennai; between the backwater and the sea are numerous bungalows.  Several fishing villages lie along the coast between the Chennai and Ennur.

	Ennore Port. Ennore Port Limited (EPL) has been endowed with large chunks of land. The Port would have about 3500 acres of its own land. It also has an access to another 4000 acres of land around the Port area.
	EPL has developed all the infrastructure facilities required viz., water supply, electricity, transmission corridor, fire fighting services, environmental protection measures etc.

2.84
	Tides and Current. The tides at Ennore are very similar to the tides at Chennai, where the tides are semi-diurnal with tidal levels indicating that the mean spring tidal range is 1m, while the mean neap tidal range is 0.4m.
	During the NW monsoon, the current is directed southwards and in SW monsoon the current is directed northward. The currents in the coastal zone are approximately 0.3 to 0.5 Knots. The basin is well protected from the wave action and the maximum wave height in the basin is limited to 0.5m only.

2.85
	Weather: The average monthly air temperatures vary between 37°C in May and June to about 29°C during December and January. The average minimum temperatures vary between 28°C in May an June and 21°C in January and February. The annual rainfall shows a high variability from year to year and more than 60 % of the annual rain fall takes place during the NE monsoon (Mid October to Mid January) 

2.86 
	Approach channel. Ennore port is protected by two breakwaters (rubble – mound with accropode armour protection type), south breakwater 1070m in length north breakwater 3080m in length. The approach channel is 3775m in length with 250m width and 16m in depth. Turning basin is 600m in diameter with 15.5m in depth. The channel is marked by 6 in Nos. channel marking buoys and one fairway buoy. Vessels can approach the fairway buoy directly. Sufficient depths are available for approach. Fishing vessels near the fairway buoy may cause concern while approaching. Vessels should pass south of the fairway buoy and after crossing fairway buoy to alter to a course of 290° (True). Pilot boards one cable south of fairway buoy. 
	After proceeding for about 9 cables, alter to course 345° (True). The leading lights will be in transit till the vessel reaches the turning basin. 
	These transit light towers on bearing 345° are used as navigational aids for entering and leaving harbour.

2.87 
	Regulations. At least 48 hours notice to be provided to the Port prior arrival and followed by 24 hours, 3 hours. If ETA changes more than 2 hours, it should be notified immediately.

Pilotage
2.88
	 Pilotage is compulsory for all ships navigating within Ennore port. Pilots are available 24 hours for berthing and unberthing of vessels. 

2.89
	Landmark. A conspicuous power station chimney of 275m length, with red and white horizontal bands, stands N of Ennur Creek in position 13° 14'.9N, 80° 19'.8E.  

Facilities
2.90  
	Two coal berths are available, each 280m in length with depth of 15m alongside, which can accommodate vessel up to 65000/77000 dwt. One temporary iron ore jetty for export of iron ore. 
There are three tugs with 40 tons bollard pull, two pilot launches and three in Nos mooring launches are available in the port.
	Conveyors, two streams with capacity of 4000 TPH each. Two shore-based Gantry Type Grab with capacity of 2000 TPH are available. One Mobile Hopper to receive coal from Crane Hopper self-unloading ship at the rate of 4000 TPH. Six in Nos. temporary hoppers to receive coal  from Handymax Geared Vessels are also available on the coal wharf.
	The port is adjacent to the North Chennai Thermal Power Station and is designed to handle 16 million tons of coal annually to feed the power station.  The port will also have 3 jetties for small craft.  The project calls for port access roads, railway sidings, port buildings and utilities.  Further expansion at the port for container cargo, LNG bulk cargo and chemicals is envisaged, with the construction of two moored berths.  

Anchorage 
2.91
	Anchorage may be obtained in depths of about 12m with the sand spit at the S entrance to Ennur backwater bearing 309° distant about one mile. Vessels bound for Ennur have to take clearance from Chennai port. Vessel can safely anchor 2 miles E of the channel. Vessels inbound will be instructed to anchor 1.5 miles NE of the fairway buoy. Specified waiting area in position 13° 14'.8N 80° 23'.3E. 

2.92	
	Between Ennur and Pulicat, 11 miles N, the coast is low, sandy and backed by an extensive plain which is densely wooded near the beach.
	Ennore Port - The Future Plans
Ennore Port Limited has initiated development of the following facilities through private sector participation, as part of its Phase-II Development Programme:
	An Alongisde Jetty for handling 3 Million Tonnnes of POL Products, Chemicals and Liquids 
	A Coal Terminal for handling 8 Million Tonnes of Coal for users other than Tamil Nadu Electricity Board (TNEB) 
	An Iron Ore Terminal for handling 12 Million Tones of Iron Ore for Exports 
	A LNG Terminal for handling 5 Million Tones of LNG 
	A Container Terminal for handling 18 Million Tones (1.5 million TEUs) of Containers 
	Plans are in the anvil for Development of an LNG Terminal and a Port Based Special Economic Zone.
	The Second phase of development would augment the port cargo handling capacity by 55 MMTPA by 2008 – 09.
	Ennur Shoals 	(13° 17' N, 80° 22'E) with a least depth of 2.4m lie about 3 miles NNE of the entrance to Ennur backwater and extend upto about 2 miles from the coast
	Pulicat Shoals,	a chain of hard sandy patches with a least depth of 4.6m lie about 4 to 7 miles NNE of Ennur Shoals.
	The passage between Ennur Shoals and S patch of Pulicat Shoals is not recommended. Isolated shoal patches from 7.9m to 10m lie upto 5 miles N and NE of the N end of Pulicat Shoals.
	Current. Near Pulicat Shoals the current is weak and sets parallel to the coast.

2.92a
Kattupalli
1	General Information. Kattupalli is located 8 nm south of Pulicat lake and 3.5 nm north of Ennore Port. The Port has been developed by L&T shipbuilding Ltd. (LTSB) for handling containers, lighters and general cargo in addition to being a major shipbuilding and ship repair centre. 

2	Position. Kattupalli Port is located in position 13°18’ 57.26” N, 80°20’45.68” E.

3	Limiting conditions. Port is capable of handling vessels of maximum LOA 300m, beam-40m and draught-13m. The port authority should be contacted for the latest depth information.

4	Tides and Current. Tides are semi-diurnal with mean spring tidal range 1.2 m while the mean neap tidal range is 0.2 m. Current at the mouth of harbour during the month of Jan to Feb is 190° - 0.6 knots.

5	Harbour. The harbour is entered through a 160 mtrs wide dredged channel marked by light buoys. At the end of channel there is a turning circle, 540m in diameter, near main berthing area. The harbour is protected by two breakwaters North (1.8 km) and South (1.4 km) respectively. 
	There are two container berths located in the northern part of the harbour. A shiplift facility & finger jetty is also being developed south of the container berths. There is a seawater intake/discharge facility for the Chennai Petroleum Corporation Limited (CPCL), to the south which is linked to shore by a 500 mtrs long causeway. 
	A jetty serving as modular fabrication facility (MMF) of L&T is located north of South breakwater.

6	Development. Construction of transits and navigational marks will be undertaken in the near future. A new seawater intake for CPCL is being constructed south of South breakwater.

7	Approach Channel. From the fairway light buoy (safe water) (13°17'.82 N, 80° 23'.41 E) the channel leads in WNW direction. The channel is marked with 05 pairs of buoys including one south cardinal buoy, near North breakwater Lt. that indicates a shoal (4.2 m) which lies 120 mtrs ENE from the buoy. 

8	Useful marks.
Radio Tower (13°18'.61N, 80°20'.24E), 50 mtrs in height.
Signal Station and Port control building (13°18'.92N, 80°20'.77E), 30 mtrs in height, located near the North breakwater.

9	Wreck. One visible wreck is present in position 13°18'.07N 80°20'.84E North of CPCL water intake/discharge close to the beach.

10	Weather Sea state depends on the period of the year. During monsoons (north east) in the months of Nov - Jan the sea state picks up to 3-4 with wind speed of 20 – 25 knots.

11	Two Anchorage areas, available in the port of Kattupalli are as follows:

13	Pilotage is compulsory for all ships entering Kattupalli port. Pilot boards in position 13°18'.33N 80°23’.41E (0.5 nm N of fairway Lt. buoy).

14	Tugs. Two tugs of 45 Ton (Bollard Pull) are available at all times on VHF channel 16.

15	Berthing and wharves. Following berths are available in the port:
(a)	Container Berth 1 (13°18'.70N, 80°20'.85E) having a length of 350 mtrs.
(b) Container Berth 2 (13°18'.82N, 80°20'.93E) having a length of 360 mtrs.
(c) A Finger Jetty  at the Shipyard (13°18'.55N, 80°20'.93E) about 200m long and 20m wide consists of two Wet berths is under construction.
(d) Two Wet Berths are located on either side of the Shipyard shiplift (13°18'.42N, 80°20'.91E) having a length of 260m and width of 25m is under construction.
(e) One MFF Jetty (13°17'.80N, 80°20'.85E) about 100 mtrs long lies near the root of South breakwater .

16	Cranes Each berth has 3 STS(Ship to Shore) cranes which can handle both 20ft and 40ft containers with 52m outreach with safe working load of 65 tons on dual lift or 80 tons on hook. For container handling there is RQMC (Randomized Quasi-Monte Carlo)-3 each on CB-1and CB-2 and 15 RTG (Rubber Tyred Gantry) (40 T) in container yard.

17	Repairs Port is capable of handling hull, machinery and underwater repair at ship repair yard. Ship lift facility can handle vessels of Maximum LOA 210m, beam-42m, and Displacement-18500 tons.

18	Rescue and Distress. Coast Guard ships stationed at Chennai are available for search and rescue in case of any emergency.

	Pulicat.	(13° 25'N, 80° 19'E) which is visible from seaward is situated on an island about 1 mile inshore at the S end of Pulicat Lake an extensive salt water shallow lagoon.

	Pulicat Light (13° 25'.2N, 80° 19'.7E) is exhibited and a racon (B) transmits, from a hexagonal masonry tower (black and white bands), 50m in height about 7½ miles E of Pulicat town.
	Anchorage can be obtained in depths of about 10.5m about 3 miles E of Pulicat Lighthouse.

2.94
	Buckingham Canal leads from the N end of Pulicat Lake to the next backwater, 13½ miles N and forms the W side of a narrow sandy Sriharikota Island. This canal suitable for small local craft, connects Chennai with the delta of Krishna River, a distance of nearly 200 miles N. Casuarina plantations extend about 11 miles N along the low coast N of the entrance to Pulicat Lake after which trees are few.
	A wooden beacon, 11m high, stands on the shore about 13 miles NW of Pulicat Light.
	Point Pudi (13o 46´ N, 80o 15´E) is low and sandy with hillocks 5m high on it and clumps of palm trees in the vicinity.  A sandy spit extends 2¼ miles SE from the Point Pudi; in rough weather the sea breaks over this spit at a distance of about 1 mile shore.

Point Pudi to Penner River
2.95
	The coast between Point Pudi and Penner River, 48 miles NNW, is low, sandy and fringed with palm and casuarina trees.
	
	Armagon Light (13° 53'.5N 80° 12'.3N) is exhibited from a white circular concrete tower with red bands, 37m in height, standing near the coast 7 miles NNW of Point Pudi		
	Armagon Shoal, with a least depth of 3m, extends from about 2 miles NNE of Point Pudi to about 14 miles further N. The sea sometimes breaks over its shoalest part near the S end.
	A ½ mile wide channel with depths from 7.3m to 9.1m which lies between Point Pudi and the S end of Armagon Shoal should only be used by vessels with local knowledge.
	Gudali Hill, 13 miles NW of the disused lighthouse, 87m high, is prominent and flat-topped with a Pagoda near its centre, but is seldom visible from the outer part of Armagon Shoal.
	When approaching this part of the coast it must be remembered that the land is sometimes obscured by haze and that the current, sometimes sets against the prevailing wind. Prudence therefore demands that Armagon Shoal should not be approached within 37m.

2.96
	Anchorage may be obtained in a depth of 9m), coarse sand and good holding ground with Aragon light bearing between 282° and 290°.  During the SW monsoon a convenient anchorage may be obtained with the old light bearing 259° distant 2½ miles.
	A dangerous wreck lies, whose charted position is approximately about 5 miles SE of the Armagon light.

2.97 
	Direction. Vessels approaching the anchorage should keep in depths not less than 22m until the light bears 207° or Gudali Hill bears 259° from this position steer for the hill on that bearing passing N on Armagon shoal in depths of about 11m. Course should then be altered towards the anchorage when Point Pudi bears 175°.
	Swarnamukhi River, which is shallow even to boats, except during HW, the river enters the sea through back water which has two mouths, situated 15 and 21 miles NNW of Point Pudi.
	Kottapatnam Town lies 1 mile W of the N entrance   of the back water.
	Upputeru River is located 8 miles N of the N mouth Swaranmukhi River. Its estuary leads to a backwater which can be safely used by light-draught craft with local knowledge.  7 miles east of Upputeru River there is an Oil and Gas development area best seen on the Chart 3031.  Masters are strongly advised to keep the vessels out of this area.
	Tammennapatnam village lies on the S bank of Upputeru River about 2 miles inshore.

Krishnapatnam Port.

1	General Information.  One of the India’s largest and fastest growing seaports, Krishnapatnam Port has emerged as a world-class port with outstanding services and facilities. It is fast becoming a port of choice for all international cargo originating from and destined to the Southern and Central India. The port has all weather capability. The port was privatised in 1996 and operated by  Krishnapatnam Port Company Ltd (KPCL). The port is developing into a modern deep draught multipurpose all weather port, protected by two breakwaters, handling all kinds of dry bulk and break bulk cargoes.


2	Position.  Krishnapatnam Port is located in the mouth of Upputeru river at position   14° 15'N, 
80° 08'E.

3	Function.  The Krishnapatnam Port handles:
	Principal Export Cargoes:- Iron Ore, Granite and break – bulk 
	Principal Import Cargoes:- Coal, Fertilizers, Minerals and break – bulk
	
4	Development.  The Port is also developing modern peripheral facilities. Presently there is a main wharf with 6 berths numbered 1 to 6 from the western side.  Berths 3 to 6 are dredged to a depth of 15.5m. Berths 1, 2, 7, 8 and 9 are still under construction. Major civil and constructions works like dredging, constructions of berths, warehouses, positioning of navaids etc are under progress. The port is exporting Iron ore, Granite and importing Coal, Fertilisers, Sugar, Minerals and Project cargoes.   
	
                                                                                                                                                                		                   	                              

5	Arrival Information. Vessels should forward details of their ISS certificate, name and rank of Ship Security Officer, mobile contact number, working VHF/UHF channel, language, Inmarsat A, B and C numbers, vessel’s email and telex number and last ten ports of call to the port authority at least 24 hours prior to arrival. Contact Krishnapatnam Port Control on VHF Channel 12/69.

4	Anchorage – 'C' (Special anchorage for vessels awaiting quarantine inspection, Vessels under Port of refuge and Disabled vessels) -  Radius   of   0.5nm   centered   at 14° 16'.60N, 080° 11'.20E. The seabed consists of fine sand, clay and is free of any rocks. 
	
5	Pilotage. Pilotage within port limit is compulsory. No movements other than anchoring within designated anchorages are to be undertaken without a licensed pilot on board and without express instructions from port control office. Requests for pilot should be sent to Krishnapatnam Port Control on VHF channels 12/16/69.The Coordinates of the Pilot Boarding Stations are as follows:-
   	(a) Pilot Boarding Station 'A' – 
		14° 14'.50N, 80° 12'.50E (for vessels having max draught up to 10.0m)

7	Tides. Tides at Krishnapatnam are semi diurnal in nature. Mean Spring range is about 0.7m and Mean Neap range is about 0.3m.

8	Navigational Aids.  Krishnapatnam Light House (14° 17'.14N, 80° 08'.27E, Racon 'C') is exhibited from a white hexagonal RCC tower with black bands, 34m in height and 18M in range, approx. 2.3 nm north of harbour channel entrance. However the structure of old lighthouse still exists. 
                  
9	Channel Buoys.  The entrance channel is presently dredged to 15.5 m. The dredged channel is marked by 12 pairs of buoys with the corresponding lateral marks. The buoys mark a general flow of traffic in a direction 265° till the turning basin.        
   							
10	Fairway Buoy.  A pillar shaped fairway buoy with red and white strips is placed at   14° 45’.52N,  80° 15'.14E.

11	N Breakwater head light. Pillar construction, 10m in height and range 5M.
12	S Breakwater head light. Pillar construction, 10m in height and range 5M.

13	Front Transit Tower. Black and White Lattice construction, 13m in height and range 12M. 
14	Rear Transit tower.  Black and White Lattice construction, 40m in height and range 12M.              

15	Tugs. Three Azimuth Stern Drive tugs of 60 to 40 tonnes Bollard Pull capacity with a max 4800hp are presently available. The tug hiring charges are subject to prevailing tariff available on the port’s website and through vessel agents. Request for tugs should be sent to Krishnapatnam Port Control on VHF channels 16/69/12.

1	Pollution Control. It is an offence to discharge or allow escape willfully, or accidentally, any oil, oily mixture, oily/dirty ballast or contaminated bilge water or noxious sewage from any vessel within Krishnapatnam Port limits.  Replenishment of bunkers, whether from sea or shore, will be permitted only on special application monitored by the port’s Marine/ Safety personnel and shall be carried out in day light hours only. Inter – tank transfers of oil or ballast water, de-ballasting or discharge over board of wash water etc. should not be carried out without permission of Port Control. Emission of dense smoke is prohibited from vessels within Port limits.  It is an offence to throw or dump galley refuse, garbage, rubbish, hold sweepings etc. into the water or on the berths.  Offending vessel is liable to large fines.  No chipping or painting to be carried out alongside berth. 

2	Harbour Facilities. Following facilities are available at the port:
	
(a)   Four mobile cranes of SWL upto 140 MT.
	
(b)  An import and export conveyor system capable of handling 3000 tph under development.
	
(c)  2 X 110 tonnes mobile harbour cranes (Gottwald).       
	
(d)  4 X 140 tonnes mobile harbour cranes (Liebherr).
	
(e) Dumpers, payloaders, diggers and stackers available to transport bulk cargo.
	
(f) Four computerized in-motion weigh bridges available.
	
(g)  The port also provides open storage area for Dry Bulk Cargo, as well as Weigh bridges.
	
(h) A small boat shed has been constructed on the southern bank of the harbour for pleasure crafts.
		            		        
3	Repairs. Hull, machinery and underwater repairs possible through workshops available at Nellore after obtaining permission from port control.  However no ship/boat yards, docking or slipway facilities available.

4	Diving Assistance.  The port provides diving services, which is available on request through agents.

5	Supplies. Fresh Water, Dry/Fresh provisions and Fuel can be arranged by agents alongside berths/anchorage through lorries/barges with sufficient notice after obtaining permissions from port control. Charts and publications can be arranged by agents through supplier at Chennai.

6	Services. Following services are available at the port:

	(a)  The port is having operational VTMS 

	(b) The Port is fully equipped with fire-fighting facilities including 03 tugs, a number of fire tenders and portable fire pumps. 

	(c) The Port is having 02 Ambulance vehicles with specialized staff. The port is also having a good tie up with various multi-specialty hospitals for dealing with acute medical cases. 

	(d)  Port Health Officer is situated in the near vicinity of the Krishnapatnam Port.

	(e)    The port is ISPS compliant.

	(f)   Customs and Immigration regulation in port is as per applicable law.

	(g) Helicopter landing facilities are available at the port.

(h) Communication. Facilities such as phone, fax, internet etc. are available within and near port area.

	(j) Foreign exchange is possible through banks situated at Nellore City at a distance of 26 kms from the port.

	(k)  Tourism. Tirupati, Konduru Beach, Maipadu Beach, Pulicat Lake, Nallapattu Sanctuary, Ranganatha Temple,Jonnawada etc .

	(l) Hotel and restaurants. Four star hotels are available at Nellore and all types of food is being served in these hotels.

	(m) Garbage removal facility available on requisition on chargeable basis. Waste oil disposal is available through agents by registered contractors.

7	Search and Rescue.  The port has liaison with various governmental agencies for the purpose.

8	Shore Leave.  Shore leave to ship’s crew is granted by immigration authorities as per the existing government rules.

Average rainfall is 1100mm and humidity is 76% per year. Average Mean Wind speed is 14 Km/hour. Wind direction is SW from June to September and NE during remaining part of the year. Visibility at Krishnapatnam is rated ‘good’ to ‘very good’.

	Krishnapatnam, 2½ NW of the entrance of Upputeru River, serves as port for Nellore town, 13 miles NW.
	Shallinger Shoal (14° 23'N, 80° 12'E), a spit with a least depth of 3m extends NE from the coast centered at 7½ miles NE of Krishnapatnam Light Tower. A detached shoal of 5.5m lies 1½ miles S of its extremity; E of the shoal depths are regular and it may be approached safely to within 15m. 
	Penner River. The mouth of Penner River is not easily distinguished from seaward; the river flows in to the sea behind a low sandy point. It is very shallow and liable to sudden shoals, only craft with local knowledge can enter the river and reach the town of Nellore, about 15 miles inland.
	Nellore, the chief town of the district stands on rising ground on the S bank of Penner River about 15 miles inland; the town is connected with a railway system.
	Narsimakhonda Pagoda, standing on a hill 6 miles W of Nellore is sometimes visible from seaward on W bearings but is not very prominent. 
	Anchorage. may be obtained in good weather with off shore winds at about 1½ miles off the mouth of Penner River, in depths of about 11m, the bottom is sand and mud. 

Penner River to Ramaypatnam.	
2.102
	The coast N of Penner River is low and sandy but the clumps of casuarina trees are more continuous and the higher than S of the river.
	Isakapalle (14° 44'N, 80° 06' E), a village lies close within the coast 10 miles NNW of the mouth of Penner River. Isakapalle Light Fl(2)W10s (ILL No.- F0952.3, Page-30)is exhibited from a white circular concrete tower with red bands, 30m in height at position (14° 44'.87N, 80° 06'.54E).
	Anchorage may be obtained in depth of about 14m at about 1 mile off shore; the bottom is sand and mud, the holding ground is good but there is a heavy surf on the beach.
4	Nagarjuna Sea Water Intake Pier. A 350m cemented concrete platform extends from shore to sea at position (14° 46'.55N, 80° 05'.91E). 

2.103
	Between Isakapalle and Ramaypatnam, 19 miles N, the coast continues low and sandy and for the first 7 miles  is covered with low scrub with a  single large clump of tall casuarinas about 5 miles N of Iskapalli. Farther N there are at first a few detached clumps, then the trees are very even as far as Ramaypatnam.
	Tummalapenta, a village, lies on coast 10 miles N of Iskapalli. A shoal with a least depth of 5m lies about 2 miles offshore abreast the village.  Depth are very irregular within about1 mile of the shoal and for about 8 miles N of it.  The coast in this vicinity should not be approached within a depth of 18m until N of Ramaypatnam (15° 03'N, 80° 03'E).
	Ramaypatnam, a village, is marked by some tall casuarina clumps, a very conspicuous red colored church spire 29m high is visible over trees from seaward. Tettu Temple, 41m high and painted white, stands 2 miles W of the village but is not very prominent.

	Ramaypatnam Light (15° 02'.7N, 80° 03'.0E) is exhibited from a white 37m high hexagonal masonry tower with red bands, standing on the coast 7½ NE of the church.  A RACON code (K) transmits from the light.

Ramaypatnam to Kottapatnam
2.104
	Between Ramaypatnam and Kottapatnam, a town about 25 miles NNE, The coast continues low and sandy with several detached clumps of casuarinas, the entrance to Manneru River  (15° 11'N, 80° 05'E) falls in between.  The river is navigable only by boats.
	Singarayakonda Temple, is 34m in height, standing on a hill 51m high, 3½ miles NW of the entrance to Manneru River. It is painted white base and golden yellow top is one of the few conspicuous landmarks between Ramaypatnam and Kottapatnam. The rising ground near the temple is visible between the casuarina trees fringing the coast.
		Two Hills are located, Kandalur and Konijedu 11m miles W of Kottapatnam (15°26'N, 80°10'E) and connected by a ridge. Chimakurti, a mountain 14 miles farther NW, provides good landmark. 

2.105
	Kottapatnam, a town lying one mile inland has a prominent white obelisk, 15m high, standing 1 mile NW. A shoal with a least depth of 2.7 m lies 3 to 5 miles NE of Kottapatnam. 
	Muttapolli Bank,  with a least depth of 5.7m and about 5 miles in extent extending in NE direction, lies 10 miles E of Kottapatnam. The bank is generally marked by the over falls.
	A Shoal Patch, with a least depth of 8.6m about 2½ miles in extent and generally marked by over falls, lies about 7½ miles NE of Mutapolli Bank. Two shoal patches with least depth of 8.2m and 9.1m respectively also marked by over falls, lie about 3 miles NW of Muttapolli Bank. Irregular and shoaler depths, also marked by over falls, lie between Mutapolli bank and the coast 3 miles NE of Kottapatnam. Two detached shoals, with least depth of 10m lie, between 5 and 7½ miles SW of Mutapolli Bank.
	Anchorage A good anchorage lies 2.6 miles east of Kottapatnam at a depth of 8m with good holding ground (mud) with Kottapatnam bearing 295°. Vessels approaching the anchorage and uncertain of their positions may avoid danger by remaining outside the 20m contour until their position can be ascertained.

Kottapatnam to False Divi Point 
2.106
 	The coast between Kottapatnam and False Divi Point, about 41 miles ENE, is low and sandy.
Nizampatnam Bay lies between Kottapatnam and False Divi Point (15° 43' N, 80° 50'E); the bay indents the coast to a distance of about 14 miles. Except for the shoals near Mutapolli Bank the bay is free from dangers and its shore may be approached with safety to a depth of 9.1m.
	Gundlakamma, a river which enters the sea 6½ miles NNE Kottapatnam. The confluence of these rivers forms a backwater close within the coast. 
	Even in good weather only boats can enter Gundlakamma River; boat navigation is possible for about 2 miles within the mouth at high water from September to November when the river level is high.
