Compendium of Maritime Labour Instruments
The Maritime Labour Convention, 2006, as amended (MLC, 2006), entered into force on 20 August 2013 and has been ratified by 112 countries, representing more than 96 per cent of the world gross tonnage of ships. Often called the “bill of rights” for seafarers, it sets out seafarers’ rights to decent living and working conditions. Governments, seafarers and shipowners all regard this Convention as a landmark development for the world’s most globalized sector and support its full implementation in law and in practice.

The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW Convention) aims to promote the safety of life and property at sea, and the protection of the marine environment by establishing international standards of training, certification and watchkeeping for seafarers.
This publication contains the Final Act of the 2010 Conference of Parties to the 1978 STCW Convention, resolutions adopted by that Conference, and the complete, consolidated text of the STCW Convention, including its original articles, revised annex and supporting STCW Code.
This edition incorporates the following amendments:
